The emergency resettlement project for Hoa Lam hamlet, Truong Vinh ward (formerly Hung Hoa commune) was approved in 2013 to relocate people from dangerous natural disaster areas along the Lam river.
However, up to now, although the resettlement area has been completed, 82 households have not been arranged to live in it, continuing to live in a state of insecurity, facing floods every rainy and stormy season.
According to research, when approved, the project is expected to relocate 58 households. After more than a decade of slow implementation, the number of households arising increased by 24, bringing the total to 82 households. All of these households are still living near the Lam River, an area that is often affected by high tides, major floods and landslides.

For many years, due to being on the waiting list for resettlement, households have not been allowed to build solid houses. Every rainy and stormy season, people have to temporarily fight, worry about their assets being swept away, and their lives are always in a state of insecurity.
The Hoa Lam resettlement area has an area of about 5.2 hectares, with an investment of more than 36 billion VND, and has been completed since 2020. The resettlement area is located in a safe area inside the dike, only about 500 m from the old residence of the people.
However, up to now, the handover of documents, completion of procedures and plans to organize people to live in the area have not been implemented, causing the resettlement area to fall into a state of finished planning but abandoned.
Speaking to reporters, Mr. Nguyen Ngoc Phong - Vice Chairman of Truong Vinh Ward People's Committee said that in order to relocate people to resettlement areas, it is necessary to establish a compensation project and site clearance for the old residential areas of households in accordance with regulations.
According to the plan of the People's Committee of Truong Vinh Ward, in December 2025, the locality will complete the report, at the same time develop a plan to propose specific solutions, submit to the competent authority for consideration to remove difficulties and soon implement the relocation of people according to the people's wishes.
On December 17, according to information from the Nghe An Department of Agriculture and Environment, up to now, all 82/82 households subject to resettlement have registered to move to the resettlement area. In the coming time, the Department will continue to coordinate with the authorities of Truong Vinh ward and related units to promptly complete the necessary procedures, including the issuance of Land Use Rights Certificates to households, as a basis for long-term stable life.
