The expressway resettlement area is still rice fields, people hope to start construction soon

Lang Son - Although the people have given up land for the project, achieving a site clearance rate of over 99.5%, the expressway resettlement area has not yet started construction.

On June 18, the leader of the Trang Dinh District Investment and Construction Project Management Board (Lang Son) said that the unit had completed the assessment and selection of contractors for the Pac Luong Resettlement Area project, serving the construction of the Dong Dang - Tra Linh Expressway.

According to the selection results, the consortium won the bid including 8 enterprises: Hoang Ha Lang Son Company Limited (leading the consortium), Green Technology Solutions Joint Stock Company, Lang Son Water Supply and Drainage Joint Stock Company, Le Quang Trade and Technical Services Joint Stock Company, Hung Phat LS Construction Investment Company Limited, Thanh An Lang Son Construction Investment Joint Stock Company, Thanh Nam Investment and Development Joint Stock Company, and Tan Minh Construction and Trading Company Limited.

Immediately after approving the results of contractor selection, the investor will request the units to urgently implement the construction, expected to start construction before June 30, 2025.

According to the plan, the implementation process will simultaneously dredge the land surface layer of the project area and use excess land from the Dong Dang - Tra Linh expressway to build the resettlement area.

Up to now, about 90 households in 5 communes including Chi Lang, De Tham, Hung Viet, Hung Son and Chi Minh have registered to receive land in the concentrated resettlement area.

We aim to complete the land before the Lunar New Year 2026 to hand over to households. After that, the electricity and water systems will be constructed in parallel to ensure that people can stabilize their lives," informed the representative of the Project Management Board.

However, at the scene, everything was still a promise. In late June, heavy rain continuously fell on the border area, causing the risk of landslides, flooding, and rolling rocks throughout the project communes.

In a makeshift hut covered with a thin tarpaulin, Mr. Nong Van Tram (Coong village, Hung Son commune) quietly tied up tarpaulins that were deflated by the wind, eyes looking towards the black clouds on the top of the mountain.

"At the beginning of March, I received a notice of site clearance, and in the middle of the month, I demolished my house to temporarily live in. It was thought that the resettlement area would be started immediately, but until now, the shape of the machinery has not been seen. When it rains, the water is inundated, and I can't sleep well. Although it is a hundred-favorite inconvenience, we still accept it because we believe that the project will be implemented soon, Mr. Tram shared.

Not far away, Mrs. Loc Thi Sen (Hung Son commune) and her two children built a temporary hut next to the stream. The worry of the rainy season fell on the shoulders of a woman nearly 70 years old.

"The land has been handed over, the houses have been demolished, now there is only a temporary hut. It's unbearable in sunny weather, but if it rains, all you have to worry about is landslides. We don't know where to turn, just hope the government will soon arrange a stable place to live," Ms. Sen choked up.

However, both the interspersed resettlement plan and the concentrated resettlement area in Pac Luong (De Tham commune) are still only on paper. The land planned to be built is still a vast rice field.

Previously, on April 15, the People's Committee of Lang Son province approved the plan to select contractors to implement the Pac Luong residential area project under the form of public-private partnership (PPP), to arrange resettlement for households affected by the Dong Dang - Tra Linh expressway project phase 1.

The project belongs to the Sub-project for site clearance in Trang Dinh district, with a total value of more than 53.6 billion VND, using state budget capital. Expected to be implemented from the second quarter of 2025, the implementation period is within 6 months.

With continuous rain, the water level of the Ky Cung River rises every day, flowing rapidly, and people hope that the resettlement project will be completed so that people can soon stabilize their lives and fulfill their dream of settling down and making a living.
