According to the proposal and recommendation report to the Ministry of Construction of the Ninh Binh Provincial People's Committee, through survey and preliminary research, the province plans to have Ninh Binh International Airport located in Liem Tuyen ward, with a relatively favorable distance to key traffic units in the area.
The expected scale of the airport is planned to meet level 4E standards according to the classification of the International Civil Aviation Organization, with 2 parallel runways. The total planned area is about 720ha.
The initial designed capacity is about 10 million passengers/year; there is a reserve of land to expand to meet the development needs in the following stages.


According to the reporter of Lao Dong Newspaper, Liem Tuyen ward is conveniently connected to the Phap Van - Cau Gie - Cao Bo - Mai Son expressway.
In this ward, there is also a Liem Tuyen intersection directly connecting to National Highway 21B towards Nam Dinh ward (old Nam Dinh province center), Thai Binh ward (old Thai Binh province center) and vice versa towards Phu Ly ward (old Ha Nam province center).
Liem Tuyen Ward is also conveniently connected to National Highway 1A; about 8km from the center of Phu Ly Ward, 22km from Nam Dinh Ward, and 30km from Hoa Lu Ward.



Also from the Liem Tuyen intersection with Phap Van - Cau Gie - Cao Bo - Mai Son Expressway, only 15km from the famous spiritual tourist area of Tam Chuc, convenient for tourists to travel.
In addition, Ninh Binh area proposed to place Ninh Binh International Airport near Bach Mai Hospital, Facility 2 and Viet Duc Hospital, Facility 2.

The report clearly states that the proposed location is about 80km from Noi Bai International Airport; Cat Bi Airport (Hai Phong) about 85km; Gia Binh Airport (under consideration) about 63km; Tho Xuan Airport (Thanh Hoa) about 85km.
The station on the North - South high-speed railway line: Phu Ly Station is about 5km; Ninh Binh Station is about 43km; Nam Dinh Station is about 17km; the old Phu Ly City center (now Phu Ly Ward) is about 8km; the old Hoa Lu City is about 30km; the old Nam Dinh City is about 22km.
The newspaper of the Ninh Binh Provincial People's Committee added that the formation of an international airport not only plays the role of an important trade gateway, meeting the increasing travel demand between countries and regions, but also a driving force to attract investment, improve competitiveness and production capacity of the economy. The airport will contribute to promoting regional and inter-regional linkages, effectively exploiting the potential of heritage, cultural and spiritual tourism, creating more job opportunities and livelihoods for people.
