The drafting agency identifies many goals when conducting motorbike emission inspection.

In the report assessing the policy impact in the draft Decision of the Prime Minister regulating the roadmap for applying national technical regulations on emissions of motorbikes and mopeds participating in road traffic, the Ministry of Agriculture and Environment said that the roadmap and regulations for emissions of motorbikes and mopeds play an important role in environmental protection and improving air quality, especially for countries with large numbers, with a large proportion of motorbikes and mopeds.

Having regulations and roadmaps for application to emissions from motorbikes and mopeds participating in road traffic is an important measure in environmental protection and improving air quality. Although each country applies its own standards, regulations and rules, the main goal is still to control, reduce emissions from motorbikes and mopeds and promote sustainable development. However, the management method and severity vary depending on the actual conditions of the political, economic - social - environmental context of each country.

According to the Ministry of Agriculture and Environment, currently, the process and procedures for motorcycle emission inspection will be implemented according to the provisions of Circular No. 47/2024/TT-BGTVT6. In addition, not only regulating procedures, Decree No. 168/2024/ND-CP7 has stipulated penalties for failure to inspect emissions of motorbikes and mopeds. Therefore, the urgent development of national technical regulations (QCVN) on emissions for road motor vehicles is extremely necessary and urgent, as stipulated in the Law on Environmental Protection and the Law on Road Traffic Order and Safety.

The air pollution in Vietnam in general and some major cities in particular tends to increase, mainly focusing on dust pollution, especially PM2.5 fine dust.

The prolonged air pollution situation, especially in the "season" of air pollution in recent years, has caused a significant impact on the socio-economy.

One of the main causes of air pollution is transportation activities, including the operation of road motor vehicles participating in traffic. Research results by some environmental experts show that the contribution rate of dust pollution from transportation activities ranges from 20% to 60%.

In the draft, the drafting agency said that the roadmap for applying national technical regulations on emissions of motorbikes and mopeds participating in traffic sets out specific goals to control and reduce emissions from motorbikes and mopeds participating in traffic, including:

- First, aim to protect public health, minimize the negative impact of emissions from motorbikes and mopeds on people's health (The goal of protecting human health must be given top priority).

- Second, establish a legal basis for controlling emissions for motorbikes and mopeds participating in traffic towards countries in the region in managing and controlling sources of pollution from transportation activities.

- Third, reduce and limit emissions from personal motor vehicles, contributing to improving air quality nationwide, especially in large cities. ( sublevates many pollution effects from transportation activities due to the high number and density of motorbikes and mopeds participating in traffic).

- Fourth, gradually eliminate old, outdated vehicles that do not meet emission requirements, while promoting the conversion of cleaner, environmentally friendly vehicles.

- Fifth, enhance the capacity to manage, control and perfect the policy system in the assigned functions and tasks of the Ministry of Agriculture and Environment.

- Sixth, contributing to the implementation of Vietnam's international commitments on environmental protection and greenhouse gas emission reduction.
