Many large-scale farming projects
In Ia Lau, Po To, Ia Pia, Bo Ngoong, Ia Le communes... there are currently dozens of large-scale industrial pig farming projects. These projects have a large total herd, leading to a very high amount of waste and wastewater to be treated, posing a risk of adverse impacts on the environment.
At the end of 2025, Gia Lai Provincial People's Committee requested functional sectors to temporarily suspend the proposal of additional pig farming projects; and at the same time assigned the Department of Finance to coordinate with the Department of Agriculture and Environment to organize reviews and inspections of projects that are behind schedule or not implemented according to commitments.
Mr. Doan Ngoc Co - Deputy Director of the Department of Agriculture and Environment of Gia Lai province - said: "The Department is being assigned the task of developing a master plan for livestock development, as a basis for considering and approving investment policies for livestock farm projects in the coming time.
According to the assessment of functional sectors, in the past, there were still some farms that did not fully comply with environmental protection regulations. The penalty level for small-scale farms causing pollution is from 10-15 million VND, large-scale from 15-20 million VND. Meanwhile, the investment capital of projects is up to hundreds of billions of VND, so the current penalty level is considered low, not enough to deter.
Currently, there are no regulations on technology appraisal for large-scale livestock projects; the safe distance between farms and residential areas (100-400m) is also assessed as too close. Faced with this reality, Gia Lai province has proposed the Ministry of Agriculture and Environment to amend and supplement relevant circulars to ensure environmental safety, hygiene and disease prevention and control.

Tightening management and control of environmental pollution
Faced with the wave of investment in large-scale livestock projects, Gia Lai Provincial People's Committee also requested a comprehensive review and assessment of projects being implemented to strengthen state management, ensure compliance with the law and limit negative impacts on the environment and people's lives.
The Department of Finance presides over and coordinates with relevant departments, branches, and localities to fully review the legal basis in the process of formulating, appraising, and proposing investment policies. The focus is on regulations on investment, land, construction, environment, animal husbandry, planning and specialized laws. Advisory agencies must be fully responsible for the proposed content.
The Provincial People's Committee also requests livestock projects to apply advanced technology, deploy according to a circular, closed process, ensuring environmental protection requirements. Land use must be in accordance with legal regulations, absolutely not legalizing cases of land use for wrong purposes.
Functional agencies and localities must strengthen inter-sectoral coordination, regularly inspect and supervise the project implementation process. In case violations are detected or investment conditions that have been approved are not met, it is necessary to promptly advise the Provincial People's Committee to handle them strictly.
In addition to environmental factors, concentrated livestock activities also pose a potential risk of affecting security and order, and rural security. Therefore, Gia Lai's livestock industry needs to be oriented to develop according to long-term and sustainable planning, ensuring harmony of interests between businesses, people and localities.
