Minister of Agriculture and Environment Tran Duc Thang has issued a document responding to the petition of voters in Hanoi sent by the National Assembly's Petition and Supervision Committee.
Accordingly, voters suggested the need for a comprehensive, long-term and effective strategy in preventing natural disasters, responding to climate change, and extreme weather to minimize damage to people, property of the State and the people.
At the same time, inspect and strictly handle acts that cause pollution and discharge into the environment.
Regarding this content, the Ministry of Agriculture and Environment said that in recent years, in the face of increasingly complex, extreme and unusual developments of natural disasters, each country must proactively take preventive, avoidance and adaptation solutions to minimize damage caused by natural disasters and negative impacts caused by climate change.
On March 17, 2021, the Prime Minister issued a National Strategy for Natural Disaster Prevention and Control to 2030, with a vision to 2050 (Decision No. 379/QD-TTg) and on July 26, 2022, issued a National Strategy on Climate Change to 2050 (Decision No. 896/QD-TTg).
It specifically identified the goals to 2030, vision to 2050 and tasks and solutions for natural disaster prevention and control, climate change adaptation as a basis for ministries, branches and localities to organize and implement.
Regarding inspection and strict handling of acts that cause pollution and discharge into the environment, the Ministry of Agriculture and Environment said that recently, the Ministry, together with state management agencies on environmental protection at all levels, has stepped up inspection and examination of environmental protection.
Monitor and control environmental pollution in areas with many sources of environmental pollution.
The acts discovered through inspection, examination and supervision of environmental protection have been strictly punished according to regulations.
To ensure deterrence against acts of environmental pollution, the Ministry is submitting to the Government for consideration and promulgation a Decree amending and supplementing Decree No. 45/2022/ND-CP in the direction of increasing sanctions for some acts of environmental pollution.
At the same time, continue to strengthen inspection, examination, supervision of environmental protection and handling of environmental protection violations in the coming time.
In Resolution No. 247/2025/QH15, the National Assembly requested the Government and the Prime Minister to direct ministries, branches and localities to focus on assessing and forecasting the impacts of climate change, salinity intrusion and natural disasters.
Issue and effectively implement the National Action Plan on pollution treatment and air quality management for the period 2025-2030, with a vision to 2045. At the same time, immediately implement urgent measures to control, prevent and overcome, and improve air pollution in Hanoi and Ho Chi Minh City.
