On September 14, according to Hai Phong City Police information: An inter-sectoral inspection team led by the Economic Security Department (Ministry of Public Security) has just conducted an inspection of the work of combating illegal, unreported and unregulated (IUU) fishing in Hai Phong city.
Accordingly, the working delegation of the Ministry of Public Security organized an inspection of IUU fishing prevention work in Hai Phong City to inspect the implementation of Decision No. 1516/QD-TTg dated August 10, 2026 of the Prime Minister promulgating the Action Plan to implement measures to overcome the recommendations of the European Commission at the 5th inspection on IUU fishing prevention. On that basis, record the difficulties and obstacles of localities and propose measures and solutions to overcome the recommendations of the 5th EC and achieve the goals according to the Action Plan issued together with Decision No. 1516/QD-TTg of the Prime Minister.
The working group comprehensively inspected 3 key contents on: Managing the fleet to handle the situation of "3 no" fishing vessels (unregistered, uninspected, unlicensed), controlling the risk of VMS connection loss and preventing fishing vessels from violating foreign waters; Tracing the origin for controlling 100% of seafood output through ports, deploying electronic diaries (eCDT) and reviewing raw materials exported to the EU market; Enforcing laws and technology to reflect the results of IUU violation handling from 2024 to date, along with checking the connection and operation of fisheries database systems interconnected with VNeID software.
Through inspection, the working delegation assessed that the City People's Committee and the City IUU Steering Committee have seriously implemented the tasks assigned by the Government and the Prime Minister; the work of managing fishing vessels, tracing origin, handling cases and managing unqualified fishing vessels has been implemented drastically, with specific solutions. In addition, there are still some shortcomings and limitations that need to be overcome; some difficulties and obstacles under the authority of the Ministry of Agriculture and Environment need to be proposed for guidance and resolution. The inspection delegation requested the city to continue to pay attention and focus on overcoming shortcomings and limitations under local authority, especially the contents pointed out through the inspection, contributing to the effective implementation of the task of combating IUU fishing and overcoming the recommendations of the European Commission (EC).
