The Office of the Hanoi People's Committee said that Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen has just assigned the Department of Construction to preside over, inspect, review, and review the proposed and recommendations of the Hoan Kiem District People's Committee in document No. 160/UBND-QLDT; advise and report to the City People's Committee according to regulations.
In the proposal and recommendation document, Chairman of Hoan Kiem District People's Committee Pham Tuan Long said that for many years, the old town with high population density and a large number of people participating in commercial activities has been crowded with people passing by. At the same time, on weekends, this area is currently organizing walking space.
Mr. Long said that the streets in the old quarter mostly have narrow cross-sections (with a roadway of less than 7m), so current vehicles move regularly with an average speed of only 20 - 30km/h, this is also a suitable speed for electric tourist vehicles when participating in traffic in Hanoi's Old Quarter (maximum speed of 30km/h).
From the above reality, to facilitate the implementation of green means of transport, especially tourist electric vehicles, which are vehicles that do not generate emissions, Hoan Kiem District proposed that the City People's Committee allow the addition of signs limiting the maximum speed in the old quarter to 30km/h for all types of vehicles participating in traffic.
According to Decree 165 of the Government, from February 15, four-wheeled passenger vehicles with engines, including electric engines, will only operate on routes with signs limiting speed to 30km/h. For urban routes, mixed-use traffic routes running over 30km, electric vehicles are not allowed to operate.
The Department of Construction said that there are four-wheeled electric vehicles transporting tourists in Hanoi, these vehicles are operating in the area of Hoan Kiem Lake, the old town, Thang Long Imperial Citadel, and West Lake.
For electric vehicles running in the old town, Hoan Kiem Lake, and Tay Lake, representatives of the Hanoi Department of Construction said that these are areas with limited vehicle access and currently many routes and sections of motor vehicle streets can only travel at a speed of 10 to 20km/h, so the Department of Construction is coordinating with competent authorities to adjust and supplement traffic signs accordingly.
