On September 16, the Ha Tinh Fisheries Sub-Department said that recently, the Provincial Party Committee, People's Committee of Ha Tinh province, and a number of related departments and branches have issued many documents directing the implementation of urgent tasks and solutions to combat IUU fishing.
Up to now, the results of IUU implementation in Ha Tinh province have achieved many positive results.
Accordingly, the whole province has 3,982 fishing vessels registered and updated in the National Fisheries Database System (VNFibase) reaching a rate of 100%.
The organization has granted and extended 3,974/3,982 fishing licenses, reaching a rate of 99.8%.
have issued technical safety certificates to 327/346 fishing vessels, reaching 94.5%. There are 69 fishing vessels operating in offshore waters that have installed VMS equipment, reaching 100%.
3,982/3,982 fishing vessels have entered fishing vessel data into the National Fisheries Database (VNFishbase) at a rate of 100%.
Regarding the monitoring, control and supervision of fishing vessel activities at sea, weekly make a list of vessels at risk of IUU violations to send to relevant forces; notify the vessel owners.
Arrange a 24-hour duty schedule to monitor VMS; promptly warn of any loss of connection or border crossings.
The work of monitoring and supervising fishing vessel activities through the VMS system has been seriously implemented by the Department of Agriculture and Environment. The unit has arranged human resources and organized a 24/7 duty, ensuring that 100% of fishing vessels must maintain VMS connection according to regulations when participating in seafood exploitation activities from the time of leaving the port to the time of arriving at the port.
The Department of Agriculture and Environment has strictly implemented the work of monitoring and supervising fishing vessels at the port in accordance with regulations on controlling fishing vessels entering and leaving the port, monitoring the output of exploited aquatic products unloaded through the port, comparing fishing logs and transfer logs with VMS data.
According to the assessment of Ha Tinh province, the monitoring and control of fishing vessel activities has been of interest to all levels, sectors and localities, the coordination of inspection and supervision has been carried out methodically, clearly assigning responsibilities to units, organizations and individuals, developing, promulgating and effectively implementing inspection and supervision processes and coordination regulations.
Patrol, control, and handling of violating fishing vessels have also been focused on by Ha Tinh authorities.
Since the beginning of 2024, functional forces (Provincial Border Guard, Provincial Police, Fisheries Control) have organized over 100 patrols and controls at sea and at sea gates; over 300 inspections and controls of fishing vessels entering and leaving the channel.
In 2024, 41 cases of 435 fishing vessels were detected and handled for violating regulations on fisheries exploitation activities, and administrative fines of VND 726 million were imposed.
In early 2025, up to now, 25 fishing vessels have been detected and handled for violating regulations on fisheries exploitation activities, and have been administratively fined VND 482 million.
After reviewing fishing vessels on the list of VMS disconnected vessels from the beginning of 2024 to present, the Provincial Border Guard Command has coordinated with the Department of Agriculture and Environment to direct the Coast Guard Stations to investigate, verify and sanction administrative violations of disconnected vessels against 9 fishing vessels violating VMS regulations, fining 222.5 million VND.
Up to now, in Ha Tinh province, there are no fishing vessels or fishermen violating fishing in foreign waters, and no networks, organizations or individuals have been detected brokering fishing vessels or fishermen to illegally exploit seafood in foreign waters.
Also according to the leader of the Ha Tinh Fisheries Sub-Department, in the coming time, Ha Tinh authorities will continue to synchronously deploy many solutions, determined and resolute in combating illegal, unreported and unregulated fishing.
