According to information from the Ha Long Bay - Yen Tu World Heritage Management Board, on the afternoon of April 16, at Ti Top Island in Ha Long Bay, the Center for Safety Monitoring and Rescue (Ha Long Bay - Yen Tu World Heritage Management Board) and the on-duty team of Quang Ninh Department of Health promptly supported and gave first aid to a tourist when encountering health problems.
The tourist is Mr. Luo Da Cheng (born in 1969, Chinese nationality). During the tour and mountain climbing on Ti Top Island, Mr. Luo Da Cheng felt dizzy and fainted.
Upon receiving the information, functional forces promptly provided support and first aid. After that, Mr. Luo Da Cheng's health stabilized and continued to return to the ship for sightseeing with the delegation.
Previously, on the morning of April 4, the Center for Safety Monitoring and Rescue (Ha Long Bay - Yen Tu World Heritage Management Board) received a report via hotline about the case of Mr. Nguyen Van S (born in 1971, residing in Thanh Hoa) showing signs of loss of balance and cyanosis while on a cruise ship.
Immediately after receiving the information, the Center urgently coordinated with the Ha Long Bay 1 Conservation Center and the on-duty team of the Quang Ninh Department of Health on duty in the bay to perform first aid on the spot for the patient.
After that, the unit dispatched a working boat to quickly bring the victim ashore and transfer him to Quang Ninh Provincial General Hospital for further emergency care and treatment. Thanks to that, the patient was out of danger and could then walk again.
The Center for Safety Monitoring and Rescue also sends staff to support patients at the hospital, and at the same time coordinates with relevant units to complete insurance support procedures according to regulations.
It is known that from April 2, 2026, Quang Ninh Department of Health has arranged a 24/24 hour on-duty team at Ti Top island with full equipment such as mobile ventilators, monitoring monitors, floating stretchers..., ready for on-site first aid and quick connection with onshore medical facilities.
The health sector will continue to train first aid skills for local forces, improving the ability to respond to incidents at sea such as accidents, drowning, and heatstroke.
Previously, Quang Ninh province also established an inter-sectoral team on duty at the bay, each shift of about 15 people, including police, military, border guard and medical forces, to proactively respond and ensure safety for tourists.
The synchronization of many solutions, from perfecting the coordination mechanism, tightening vehicle management to strengthening 24/7 on-duty forces, shows Quang Ninh's determination to improve service quality, ensure absolute safety for tourists, and build the image of Ha Long Bay as a safe and professional destination on the international tourism map.
