On June 21, information from the Dong Tien Commune Party Committee (Yen The, Bac Giang) said that the Commune Party Committee Inspection Committee had clearly pointed out the shortcomings and violations of Mr. Pham Van Thuyen, a commune official.
Accordingly, Mr. Pham Van Thuyen had shortcomings in practicing ethics and lifestyle; allowed fighting to occur, took out a mask, struggled, pulled him out of the car and slapped the girl in the face, causing bleeding from her nose and mouth. The video and photos of the incident were later posted on many social networks, causing public outrage.
Mr. Thuyen's behavior violates what Party members are not allowed to do, violates the content of setting an example of morality, lifestyle, style and relations with the People.
After the incident, Mr. Thuyen did not proactively report to the Goc Bong Village Party Cell (where Mr. Thuyen resides), the Commune People's Committee and competent authorities for timely resolution.
Mr. Thuyen's violations created bad public opinion, reduced the prestige of the Party organization, the agency and Mr. Thuyen himself to the point of requiring disciplinary action.
On that basis, the Inspection Committee of Dong Tien Commune Party Committee disciplined Mr. Pham Van Thuyen with a warning.
At the same time, the dossier to handle the violating civil servant was sent by the Commune People's Committee to the Yen The District People's Committee for disciplinary consideration.
Previously, late in the afternoon of May 9, 2025, when leaving the commune People's Committee headquarters, Mr. Thuyen drove his personal car back home. When arriving at the Cay Thi underground area, Mr. Thuyen said that his motorbike was passed by a motorbike driven by Ms. D.T.B.V (23 years old, in Goc Bong village, Dong Tien commune) without turning on the engine, without honking, and swerving into the front of the car, endangering him.
Mr. Thuyen called Ms. V to stop the car to discuss, but Ms. V continued to move without responding. After that, he drove the car to chase after Ms. V, blocking the front of Ms. V's car, leading to an exchange of words.
Mr. Thuyen admitted that he was wrong to assault Ms. V while unable to control his emotions.
According to Mr. Thuyen's explanation, the two later met and discussed and agreed to a peaceful solution. Ms. V. also agreed to remove the post reflecting the incident on Facebook.
