On April 11, information from the Standing Committee of the Thanh Hoa City Party Committee said that the unit had just issued a decision to discipline the Party Committee of Thanh Hoa City General Hospital for loosening management, allowing many Party members to violate the law.

Accordingly, the Party Committee of Thanh Hoa General Hospital, term 2018-2024, has loosened leadership, direction, lack of inspection, supervision, and management of cadres and party members in the unit, allowing many party members to degrad in ideology, public ethics, and violate the law for a long time, and be prosecuted for criminal liability.
Based on the nature and severity of the violation, the Standing Committee of the Thanh Hoa City Party Committee decided to discipline the Party Committee of Thanh Hoa City General Hospital for the 2018-2024 term with a reprimand.
As reported by Lao Dong Newspaper, in December 2024, Nhu Xuan District Police (at the time of not dissolving the district-level police) prosecuted the case and prosecuted 16 defendants for the acts of "Fraud in insurance business"; "Abusing position and power while performing official duties" and "Lack of responsibility causing serious consequences".
Of the 16 defendants, 13 were prosecuted for the act of "Fraud in insurance business"; 2 defendants were prosecuted for the act of "Abusing position and power while performing official duties" and 1 defendant was prosecuted for the act of "Lack of responsibility causing serious consequences".
Notably, 7 of these subjects are officials of the following hospitals: Thanh Hoa General Hospital, Nghi Son Town, Hoang Hoa District, Nhu Xuan and Thuong Xuan.
Initial investigation results determined that the ringleaders of this insurance fraud ring were two subjects Nguyen Thi Ngan (37 years old, in Thuong Xuan town, Thuong Xuan district) and Nguyen Thi Loan (34 years old, in Tan Phong town, Quang Xuong district). These are also the 2 main agents of Manulife Vietnam Company Limited, Thanh Hoa branch. From 2021 to 2023 alone, these two subjects colluded with many agents below and officials of hospitals in the province to create fake medical records of customers, thereby profiting from insurance money, causing damage to Manulife Vietnam Company Limited, Thanh Hoa branch of nearly 1 billion VND.
