The classification work is carried out according to Decree No. 307/2025/ND-CP (effective from November 27, 2025), to assess the scale and level of development of each administrative unit.
Thereby, it serves as a basis for planning socio-economic development policies, organizing the apparatus and arranging suitable cadres and civil servants.
The classification is scored based on criteria such as population size, natural area, socio-economic development conditions and specific factors.
According to regulations, administrative units are classified as type I when they achieve 75 points or more; from 60 to less than 75 points is type II; less than 60 points is type III. In case they achieve 90 points or more (excluding priority points), are large-scale and meet specific criteria, they will be classified as special.
