On July 18, Mr. Nguyen Hong Hai, Vice Chairman of Lam Dong Provincial People's Committee and the working delegation surveyed the progress of works and sub-projects serving the two expressways Tan Phu - Bao Loc and Bao Loc - Lien Khuong.
The working group surveyed the land plots for resettlement construction projects in Ward 1 - Bao Loc, Bao Lam 2 Commune, Di Linh Commune, Hoa Ninh Commune and Duc Trong Commune.
Here, relevant units and People's Committees of communes reported on the implementation progress as well as difficulties and problems that need to be resolved.

According to the report of the Lam Dong Provincial Investment and Construction Project Management Board, in the field inspection, there were cases of people growing agricultural products on land within the project's reclaimed boundary that had been marked.
The planting of trees at a time when the project is carrying out land acquisition procedures shows signs of arising unjustified benefits from the compensation policy for assets attached to the land.
Some cases deliberately expand and increase the density of cultivation after knowing the information about project implementation.

The Vice Chairman of Lam Dong Provincial People's Committee affirmed that the projects will be constructed soon and completed will benefit the people and localities where the expressway passes through.
Therefore, relevant units need to quickly deploy assigned tasks.
The Vice Chairman of the province requested the communes to develop specific plans on work progress, responsible and feasible, and submit them to the Lam Dong Provincial Investment and Construction Project Management Board before July 31.
Based on the plan for site clearance and construction of resettlement areas of localities, the Lam Dong Provincial Investment and Construction Project Management Board will develop a comprehensive plan for the implementation of the expressway project to report to the Provincial People's Committee.
Regarding resettlement areas, Mr. Nguyen Hong Hai commented that the location chosen is quite favorable, some areas are qualified and need to be implemented soon.
For areas that have not yet met the planning requirements, Mr. Hai requested relevant parties to review and complete them.
Regarding information showing signs of taking advantage of compensation and site clearance policies, Mr. Hai requested localities to strengthen land management for cases that have announced land acquisition and organize inventories.
The Vice Chairman of the Provincial People's Committee directed: "It is necessary to avoid the case of building and planting trees to take advantage of the compensation policy; if discovered, it must be strictly handled".
Mr. Hai also requested the investor consortium to review the construction design documents, determine the material needs for each section of the route to determine the mine that needs exploitation for the expressway project.
On that basis, investors should contact the Department of Agriculture and Environment for instructions on related processes and procedures.

"Communes and wards must also realize that the project brings benefits to the locality and people", Mr. Nguyen Hong Hai requested.
The provincial leaders requested units to coordinate in implementing recommendations from localities and investors, supporting in resolving difficulties in resettlement area construction projects.
