On May 16, Mr. Dang Tuan Anh - Vice Chairman of Huong Khe District People's Committee - said that after receiving information about hundreds of tons of cement used to build new rural roads in Loc Yen commune being poorly preserved, causing damage and waste, he directed the specialized department to come and inspect and work with Loc Yen Commune People's Committee to clearly report the incident.
According to Mr. Anh, the district had not previously received a report from the People's Committee of Loc Yen commune about not using that large amount of cement to promptly direct the direction of processing, preserving, and putting it into use to avoid damage and waste.
According to local people's reflection, currently, a large quantity of Song Lam PCB 40 brand cement gathered at Binh Phuc Stadium, Loc Yen Commune has been damaged and "dead" as hard as stone.
The reason for the damaged cement is due to being piled up outdoors in humid places, only covered with temporary tarpaulins and not stored or stored indoors, in warehouses with solid roofs and high foundations.
According to the people, at the end of 2024, the People's Committee of Loc Yen commune received support from superiors of about 350 tons of cement to build rural roads.

After that, only a small part of the road was used to construct, about 2/3 of the remaining cement was not used, piled up with tarpaulins and left outside the stadium until now, leading to damage and waste, causing public outrage.
A leader of the People's Committee of Loc Yen commune said that because the cement support policy will only be implemented in 2024 as a final support, the commune wants to take advantage of this support source, so it has registered to receive cement to build a road.
However, after that, the commune only organized the construction of a section of the road, due to lack of resources to buy sand and gravel to continue construction for other projects, there was a backlog, and about 210 tons of cement were preserved by being covered with tarpaulins at Binh Phuc village stadium as at present.
