On May 7, Vice Chairman of Hanoi People's Committee Nguyen Trong Dong signed and issued Document No. 1834/UBND-KT on the implementation of Directive No. 08/CT-TTg dated March 17, 2025 of the Prime Minister, to promote waste prevention and control, unlock resources, and promote economic growth.
According to the document, the Hanoi People's Committee requested departments, branches, sectors, agencies and units under the city; People's Committees of districts, towns and cities to implement 6 key groups of tasks according to Directive No. 08/CT-TTg. Specifically:
Strengthen propaganda work, raise awareness, consciousness and responsibility of agencies and units about the role and importance of waste prevention and control.
Urgently review and perfect institutions, policies and laws in the fields of socio-economic management; effectively handle projects that are behind schedule and wasteful; propose appropriate handling mechanisms.
Monitor, inspect, review administrative procedures, eliminate cumbersome regulations that cause congestion and waste resources; at the same time, promote decentralization and delegation of authority.
Deploy smart governance, digital transformation in agencies, units and localities; strengthen inter-sectoral coordination in waste prevention and control.
Clearly demonstrate your commitment to preventing and combating waste through a specific action plan with clear progress and targets; focus on thoroughly resolving the causes of waste according to the principle of "5 clear" (clear people, clear work, clear progress, clear responsibilities, clear results).
Linking waste prevention and control results with economic growth targets, contributing to achieving the growth target of 8% in 2025 and double-digit growth for the period 20262030.
The Hanoi People's Committee assigned the Hanoi Inspectorate to organize thematic inspections for a number of areas of management and use of public resources. In particular, focusing on areas with great risk of loss and waste to promptly handle violations, while deterring and warning related organizations and individuals.
The Hanoi City Public Administration Service Center is assigned the task of thoroughly reforming administrative procedures, minimizing compliance costs for people and businesses. Decentralization and delegation of authority must be accompanied by increased supervision, inspection, and urging to limit intermediary steps, ending the situation of handling procedures through many agencies.
The Department of Science and Technology is assigned to preside over the implementation of smart governance and digital transformation at units. This is considered a breakthrough solution, helping to improve the efficiency of state management, make information transparent, reduce loss and waste and is an effective tool in preventing and combating waste at all levels and in all sectors.
