In the context of a scarce housing supply in Hanoi, many people have to struggle to cope with rising rental prices, right in Hoang Mai district - one of the fastest urbanization areas in the city, there are 3 resettlement buildings completed since 2017 that are still abandoned and seriously degraded.
The Den Lu III resettlement housing project is located in Den Lu Urban Area, Hoang Van Thu Ward, built to serve the resettlement needs of people in the clearance area. According to the plan, this area will contribute to stabilizing the lives of hundreds of households.
However, after 7 years since its completion, the buildings here are still covered in time dust, no street lights, no laughter. Local people said that after a long time of abandonment, the project has deteriorated. The front yard of the buildings is used as a car parking lot, while the surrounding area is garbage and overgrown with weeds.
This sad reality not only causes great waste of public assets, but is also a great pain in urban planning. According to records, many items of the project have begun to deteriorate, the walls are rotten, the windows are rusty, and the technical infrastructure is gradually damaged due to lack of regular maintenance.
Faced with the above situation, at the end of October 2024, Chairman of the Hanoi People's Committee - Mr. Tran Sy Thanh issued instructions, requesting the Hoang Mai District People's Committee to urgently renovate and repair necessary items so that the resettlement housing area can meet the standards of spaciousness, cleanliness, and readiness to serve people when there is a decision on handover.
The Chairman of Hanoi emphasized the view that, whether the cause of the delay is objective or subjective, the delay in putting the project into use has also created a great waste of time and resources.
However, up to now, the project has not had many changes. Due to no residents, the resettlement area was initially spacious and clean, but after many years of disuse, it has become deserted and shabby.

Faced with the above situation, the reporter contacted the People's Committee of Hoang Mai district to find out information. Talking over the phone, Mr. Vo Xuan Trong - Vice Chairman of the District People's Committee said that the Den Lu III project was once used as a quarantine facility and a field hospital to treat patients with COVID-19.
Hoang Mai District People's Committee has been implementing a project to renovate this project. At the same time, he said that there will be a working session to provide details of the renovation process to the press.
According to Lao Dong reporters, the project currently has a number of construction workers at the tunnel exit area along with some machinery and equipment.
However, local people said that the renovation activities are quite slow. Ms. Nguyen Thi Hoa (local resident) shared: "I go here to exercise every day. I did not know that this project was under renovation.
I have seen some workers coming and going, but with the current level of deterioration, if the city does not focus on renovation but leaves it for a long time, it will not be repaired yet. Usually I see projects when repairing and renovating them surrounded by corrugated iron to ensure safety, but here I have not seen them, they probably come and do not do it yet".
Ms. Nguyen Thi Lan (the water seller opposite the project) shared: "I find this location very beautiful, it is just that it has not been put into use and has degraded. People here throw garbage all the time, but if the repair is done, the price will definitely not be cheap. I probably don't have enough money to buy, but I still hope this project will be renovated to avoid waste".
