On February 19, according to Lao Dong's source, Vice Chairman of Lang Son Provincial People's Committee Luong Trong Quynh has just signed a decision to declare a natural disaster emergency at Kien Moc Primary School II, Dinh Lap District.
According to the report of the Provincial People's Committee, due to the impact of storm No. 3 in September 2024, in Dinh Lap district, a serious landslide appeared at Primary School II, Kien Moc commune, with a slide about 75m long, causing a break along the positive slope of the hill behind the classroom building.
The land in the landslide area has slid down from 1.2 m to 1.5 m, creating cracks 20 cm to 50 cm wide, directly affecting 5 classrooms and 6 functional rooms, where 98 students and 26 staff and teachers are teaching and learning.
According to the forecast, the slide is still likely to continue moving, posing a great risk to the school's operations.
Faced with this dangerous situation, the People's Committee of Lang Son province has requested competent authorities to intervene to implement emergency response measures.
The deployed plans include reinforcing and stabilizing the landslide area. The entire volume of soil and rock at risk of landslides will be dug up to reduce the load. At the same time, the slope will be tarpaled with an appropriate slope to limit the risk of further landslides.
Along with that, build a drainage system by digging a ditch on the slope with a length of 57.22 m to change the flow direction, avoiding the phenomenon of stagnant water softening the soil. A 54m long cement concrete embankment will be built to replace the old damaged earthen retaining wall.
Lang Son province also directed the People's Committee of Dinh Lap district to coordinate with specialized agencies to closely monitor weather developments and assess the situation to promptly propose a plan to ensure the safety of students and teachers.
The People's Committee of Dinh Lap district is also assigned the task of implementing the work of overcoming the consequences of natural disasters, and at the same time reviewing the landslide locations to report to the Provincial People's Committee for approval of the emergency construction plan. When the repair work is completed, the local government will report to the Provincial People's Committee to announce the end of this situation.
The Department of Agriculture and Rural Development is also responsible for coordinating with the People's Committee of Dinh Lap district to advise and submit to the Provincial People's Committee to issue an emergency construction order, ensuring long-term safety for the school and neighboring areas.
