Mr. Trinh Xuan Truong, Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lao Cai province is the Head of the Steering Committee.
The working group consists of 15 people, led by Mr. Nguyen Trong Hai, Vice Chairman of Lao Cai Provincial People's Committee - Deputy Head of the Steering Committee and Head of the working group.
The duties and powers of the Head of the Steering Committee include: Responsible to the Standing Committee of the Provincial Party Committee for the leadership and direction of the clearance of the investment project to build the Lao Cai - Hanoi - Hai Phong railway line (section through Lao Cai province) according to the policy and orientation of the Central Government and the Provincial Party Committee.
Lead and direct the general activities of the Steering Committee; convene, chair and conclude periodic and ad hoc meetings of the Steering Committee.
Decide on issues within the scope, functions, tasks, and powers of the Steering Committee; assign specific tasks to members. If necessary, the Head of the Board shall authorize the Deputy Head of the Board to handle work under his authority.
Directing all levels, branches and local agencies to closely coordinate with the Ministry of Construction's agency, the Railway Project Management Board to receive the dossier (the heart coordinates, the site clearance boundary); Organize the implementation of compensation, support and resettlement of the project in parallel with the process of the Ministry of Construction to prepare a feasibility study report on the project, complete in August 2025 to hand over the ground and serve the project construction.
Duties and powers of the Deputy Heads of the Steering Committee: Preside over the implementation of tasks according to the assignment and authorization of the Head of the Committee.
Leading, directing and organizing the implementation of assigned tasks to ensure progress and efficiency; take responsibility to the Head of the Board for the implementation results; Assisting the Head of the Inspection, evaluating and urging the performance of tasks of agencies, units and localities under the scope and field of monitoring and in charge.
The Lao Cai - Hanoi - Hai Phong railway line, with a total capital of VND203,231 billion, equivalent to USD8.37 billion.
The starting point of the project is at the rail connection location across the border (Lao Cai province), the end point is at Lach Huyen station (Hai Phong), nearly 391 km long; the length of the branch line is 27.9 km, passing through 9 provinces and cities of Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong and Hai Phong.
The railway line is invested in a new single track, 1,435 m in size, transporting passengers and goods together; designed speed of 160 km/h with the main line from Lao Cai station to Nam Hai Phong station; designed speed of 120 km/h with the section passing through Hanoi City unit; speed of 80 km/h with the remaining sections; strive to complete the project by 2030 at the latest.
