In recent years, with the rapid development of transport infrastructure, industry, and services, the appearance of Phu Tho town - a 121-year-old urban area located along the Red River has changed, with many streets being renovated and spacious, many large regional connecting routes being built...
That development has led to the land along the roads becoming highly valuable, so many people have deliberately encroached on it for business purposes, especially the area along the Phu Ha Industrial Park - an industrial park that has attracted 1 billion USD in investment, creating jobs for more than 20,000 workers inside and outside the province.
In mid-October, following the Urban Order Inspection force of Phu Tho town during the peak period of restoring urban order, clearing and preventing encroachment on corridors and sidewalks, reporters of Lao Dong Newspaper recorded that the functional forces mobilized specialized cars, trucks, cranes with lifts, excavators, metal and concrete cutters, heat welding machines and many other items to serve the clearance and dismantling work.
Although previously, the authorities had regularly coordinated and made great efforts to propagate and mobilize, the situation of encroachment on roads and sidewalks, setting up tents to sell goods, spontaneously holding markets... still occurred quite commonly.
In particular, spontaneous market gatherings along Hung Vuong Street, through Ha Loc Commune, the route through Phu Ha Industrial Park, still recur despite the fact that authorities have had to apply strong measures many times (fines, confiscation of illegal exhibits...).
During this peak period, Phu Tho town will focus on handling and resolving hot spots such as: Hung Vuong Street, IC9 intersection area, Z121 market; Ga Xep intersection, around Me market, 27/7 intersection, Hung Vuong ward market, Binh Minh Square; some main roads, streets, National highways, provincial roads...
Talking to Lao Dong Newspaper reporter, Mr. Ha Sy Duan - Captain of the Urban Order Inspection Team of Phu Tho town - said that during this peak campaign, the unit coordinated with the town police, departments, offices, People's Committees of communes and wards to strengthen propaganda, inspection, reminders, and prevent people from encroaching, trading, holding markets on the road, sidewalks, and stopping and parking vehicles illegally.
"In cases of intentional non-compliance, the authorities will organize enforcement, dismantling, and confiscation of evidence, then hand over the corridors, sidewalks after clearance and the violated evidence to the People's Committees of communes, wards, and functional units for management according to regulations. At the same time, we will resolutely not allow re-encroachment or re-violation after clearance," Mr. Duan affirmed.
According to the report, the number of cases that need to be cleared and dismantled is 240. Of which, Ha Thach commune has 63 cases, Ha Loc commune has 6 cases, Phu Ho commune has 53 cases (3 communes near Phu Ha Industrial Park). Classified by route and street, Hung Vuong street has the largest number with 86 cases.
Previously, Lao Dong Newspaper published an article "Spontaneous markets on the outskirts of bustling industrial parks bring many worries", reflecting on the fact that spontaneous markets on Hung Vuong Street, along the outskirts of Phu Ha Industrial Park, encroach on sidewalks and roads, posing potential risks to traffic safety and food hygiene.
