On November 3, speaking with a reporter from Lao Dong Newspaper, Mr. Le Van Luong - Director of Quang Ngai Maritime Port Authority said that Quang Ngai Maritime Port Authority has made a plan to rescue a ship carrying 174,000 tons of ores stranded in Dung Quat sea.
According to Mr. Le Van Luong, the ship named STAR BUENO is over 291m long and 45m wide, driven by Bongcayao captain Robert Uy (Philippine nationality), carrying more than 174.7 thousand tons of iron ore from South Africa to Dung Quat port, with 22 crew members on board. The journey from Saldanha Bay to the seaport area of Dung Quat is anchored safely at 1:30 p.m. on October 24, 2025, at location: 15°28'53"N; 108°45'43"E.
While the ship was anchored waiting to enter the cargo handling bridge, due to bad weather conditions, the ship drifted and ran aground at 15°28'28"N; 108°46'12"E, at 2:40 p.m. on October 26, 2025. Immediately after receiving the information, the Quang Ngai Maritime Port Authority requested the captain of the Star Bueno ship to check the boat's anchorage point, survey the locations around the ship, make a preliminary assessment of the current status of the ship, the actual weather situation at the location of the boat ran aground...
At 4:05 p.m. on October 26, 2025, there were 3 cruise ships supporting the Star Bueno ship, but due to bad weather, the cruise ships did not support effectively and the captain of the Star Bueno ship requested to stop support.
After the Star Bueno ship left the shore, on October 31, 2025, the Quang Ngai Maritime Port Authority issued document No. 803/CVHHQNg-ATANHH requesting the Ship Owner and Captain to urgently deploy a rescue plan for the Star Bueno ship to ensure maritime safety and prevent environmental pollution.
Ship owners, captains, and units assigned by ship owners to carry out rescue work, urgently develop rescue plans and emergency response to Star Bueno ships, report to Quang Ngai Maritime Port Authority for approval to implement, in order to ensure maritime safety and prevent environmental pollution, minimizing damage to ships.
According to Mr. Le Van Luong, to promptly respond to environmental incidents caused by the Star Bueno ship in the event of an oil splash, the Ship Owner, Captain, and rescue unit must have a plan to arrange towing ships and vehicles with equipment and materials to serve the rescue of oil spills and environmental pollution incidents, and be on duty 24/7 in the area where the Star Bueno ship is anchored. Absolutely do not let oil spill into the environment.
Mr. Le Van Luong said that the ship is currently safely anchored at 15°28'910"N; 108°04'227"E, not affecting maritime activities in the Dung Quat port area; the crew on the ship is still safe, without any phenomena affecting the environment.
The captain and related units are continuing to use equipment to maintain the safety of the ship. Ship owners, captains, rescue units, and related parties are urgently developing and completing a rescue plan to submit to the Quang Ngai Maritime Port Authority for approval to implement.
