Removing proposal to place houses to store ashes underground under large parks in Hanoi

Hanoi - The Master Plan of Hanoi Capital with a 100-year vision has removed the proposal to place underground ash storage houses under large parks.

The 17th Hanoi City People's Council has passed a resolution on the Master Plan of Hanoi Capital with a 100-year vision.

Previously, during the process of collecting opinions on the project, the Consulting Consortium received proposals and recommendations from the Hanoi Department of Construction related to groups of issues related to water supply and drainage, green space and environment.

The Department of Construction proposed to update the capacity of surface water plants (Da River, Red River, Duong River). According to the Department of Construction, the goal of treating 100% of urban wastewater by 2035 is not feasible, proposing to adjust to 75% by 2035 and over 80% by 2045.

The Department of Construction also proposed to shift the thinking from "quick escape" to "holding - seepage - regulating", requiring green infrastructure (LID) with seepage area of 10-20% for new projects, developing smart drainage systems combined with IoT and GIS.

In addition, the project needs to have a separate section orienting green space to realize the goal of "city in the forest, forest in the city". It is proposed to cancel the proposal to place ash storage houses under large parks because it will cause conflicts in public use functions and make it difficult to call for socialization.

Regarding the proposals and recommendations of the Department of Construction, the Consulting Consortium has adjusted the feasibility of the wastewater treatment target, accordingly adjusting the target to reach 75% by 2035 and over 80% by 2045 instead of 100% as in the old draft. The project officially transforms the flood prevention thinking to the "sponge city" model (holding - seepage - regulating), stipulating seepage area of 10-20% for the new project.

In particular, taking in the opinions of the Department of Construction, the project has removed the proposal to place underground ash storage houses under large parks to avoid conflicts with public functions and create favorable conditions for investment socialization.

Supplementing the network of large-scale transit parking lots

Meanwhile, the Department of Tourism proposes to build 1-2 outlet shopping centers in Dong Anh - Soc Son. Along with that, develop 4 river tourism corridors (Red River, Day River, To Lich River, Cau/Ca Lo River) and build inland waterway ports to serve tourism (Chu Phan, Bat Trang...).

Plan large parking lots in the suburbs (An Duong, Phuc Xa beach... ) to be a transit point for passengers to the Old Quarter, Hoan Kiem Lake, West Lake by bus, shuttle bus or metro.

According to the Department of Construction, it is necessary to design dedicated roads for bicycles and jogging made of resilient materials (rubber, fine asphalt concrete) along rivers, lakes, and parks to create landscape highlights. Supplement planning for resorts, flower villages and health care in Yen Lang area.

Regarding the proposals and recommendations of the Department of Tourism, the consulting consortium has updated the planning of 4 key tourism corridors along river routes (Red River, Day River, To Lich River, Cau/Ca Lo River) and inland waterway ports.

For solutions to reduce inner-city congestion, the project has added a network of large-scale transit parking lots in the suburbs (An Duong, Phuc Xa yard...) combined with passenger transit to the Old Quarter by metro and electric buses. Green spaces along rivers and lakes are also supplemented with design standards for running tracks and bicycles made of specialized elastic materials.

Special mechanism allows building basements for inner-city schools

Regarding education, the Department of Education and Training proposes to adjust the school planning targets, such as school scale (e.g., high school at least 15 classes), class size (primary school maximum 35 students/class, secondary school maximum 45 students/class) and land area norms (minimum 10-12m2/student).

In particular, it is proposed to have a special mechanism to allow increasing density, floor height and building basements for schools in inner city areas due to lack of land funds. Attached is a list of priorities for building a series of new schools in the 2026-2050 period.

Regarding the field of health and silver economy, to cope with the rapid aging of the population, according to the Department of Health, it is necessary to prioritize land funds and PPP mechanisms to develop social security infrastructure, high-tech nursing homes and nuclear healthcare project clusters (a "silver economy" ecosystem).

The planning consulting consortium receives all proposals to adjust school planning targets (scribes, area norms) and especially updates special mechanisms allowing to increase density, height, and build basements for schools in inner city areas due to the pressure of lack of land funds. To cope with the rate of population aging, the project has zoned and prioritized land funds in PPP form for high-tech nursing homes and "silver economy" ecosystems.
