Hanoi City People's Committee has just announced a list of 231 makeshift markets and spontaneous business points that must be cleared according to the roadmap until 2027.
According to the roadmap, group 1 will complete the clearance before January 30th. Group 2 - makeshift markets with fewer than 50 business households will complete the clearance before June 30th. Group 3 - makeshift markets with 50-100 business households will complete the clearance before December 30th. Group 4 - makeshift markets with over 100 business households, long-term existence, and complex nature will complete the clearance before June 30th, 2027.
In Hong Ha ward, there are 3 makeshift market points in group 1 - to be completely handled before January 30.



On the morning of January 13, Hong Ha ward (Hanoi) organized a campaign to handle and remove street markets and temporary markets existing on streets near Long Bien market to restore urban order, ensure traffic safety and environmental sanitation in the area.
According to records, in the past time, in some sections of Phuc Xa, Hong Ha and Bao Linh streets, there has been a frequent situation of people arbitrarily holding markets on sidewalks and roads. Trading activities take place at many times of day, especially early morning and late afternoon, causing traffic obstruction, potential risks of unsafety, and at the same time damaging urban aesthetics, affecting the lives of people in the surrounding area.


During the campaign, functional forces of Hong Ha ward mobilized police, urban order officers, and residential groups to coordinate in propagating and mobilizing people to comply with regulations on urban order, not encroaching on roads and sidewalks for business.
In the process of Hong Ha ward launching a campaign to remove makeshift markets and temporary markets in the area, many small traders expressed their agreement with the city's policy, but also could not hide their concerns about livelihoods and convenience in daily trading.
Mr. Nguyen Nhu Nam (Me Linh, Hanoi) said that he has been doing business on Bach Dang street for nearly 20 years.
When he learned that the city would close the makeshift market and temporary market, Mr. Nam hoped that small traders like him would be arranged a new business location to stabilize their business.


Ms. Phung Thi Mien (Hong Ha, Hanoi) - a small trader who has been trading in Hong Ha street area for more than 10 years, said that makeshift markets and temporary markets mainly exist to serve the practical needs of workers.
According to her, many people take advantage of noon or after work to "rush in" to quickly buy a bunch of vegetables and meat to cook rice, instead of having to go far to large markets or shopping centers.
Ms. Mien said that she supports the city's policy of restoring urban order. According to her, clearing the makeshift market helps the roads and sidewalks become more open and cleaner. What she and many small traders want is for the government to have accompanying solutions, creating conditions for people to continue to trade legally, such as allowing selling indoors or arranging market areas suitable for people's activities.
If the State has a policy to build markets to serve people's lives, convenient for travel and trading, we small traders strongly support it" - Ms. Mien shared.

Talking to Lao Dong Newspaper, Mr. Doan Van Duong - Deputy Head of the Economic, Infrastructure and Urban Department of Hong Ha ward said that through review, there are 9 makeshift markets and temporary markets in the ward (Phuc Xa street; from 193-403 Hong Ha; Bao Linh street; from 251-176 Bach Dang; from 517/342-543/374 Bach Dang; alley 75 Hong Ha; alley 707 at the beginning of Ham Tu Quan street to 561 Hong Ha; from 721/506-823/560 Bach Dang; from 949/734-1033/838 Bach Dang).
Implementing the city's direction, the Ward People's Committee has developed a plan and organized a campaign in three phases to clear the makeshift market.



In the first phase, the ward reviews all makeshift markets and requests people to sign commitments and voluntarily move business locations. In the second phase, the 197 Steering Committee of the ward will organize a campaign to handle and eliminate makeshift markets. In the third phase, the ward organizes forces to set up checkpoints and maintain them to prevent violations from recurring.
The ward will review all public land points managed by the ward as well as useful land points to temporarily arrange for people to organize market meetings, preventing the recurrence of makeshift markets and temporary markets in the area" - Mr. Duong said.
