Investment is not synchronized
According to the survey, Quang Ngai City currently has 19 flooded locations distributed in 5 basins. Every year, the People's Committee of Quang Ngai City allocates funds to repair, upgrade and renovate the drainage system in the area. However, the repair is not thorough, lacking synchronization between project works, while the old water system and main drainage channels are silted, reducing the drainage capacity from the inner city to the river, leading to prolonged local flooding.
Speaking to reporters, many residents living on Duy Tan Street, Ngo Quyen, Quang Ngai City said that on September 13, 2024, a rainstorm lasted for more than an hour but the water rose quickly, causing flooding in the entire neighborhood, which was unusual and had never happened before. At the same time, many people were also puzzled when the roads around the market had just been dug up to install large-diameter drainage pipes.
People's concerns are well-founded when all four roads around Quang Ngai market, with a total length of 670m, including Ngo Quyen, Nguyen Ba Loan, Ly Tu Trong and Duy Tan, have just been newly invested in and have upgraded the rainwater collection and drainage system.
The drain is blocked.
Quang Ngai City has four main drainage channels. However, these stormwater drainage channels are currently being silted up by sand, weeds, and narrow channels, which are one of the reasons why many “black spots” of flooding appear after each heavy rain in Quang Ngai City.
For example, the Dao canal connecting Bau Ca regulating lake to Tra Khuc river, responsible for draining water for the north of Quang Ngai city center, is also in a "suffocating" state due to sedimentation in Bau Ca lake when duckweed and trees cover the lake surface.
Talking to Lao Dong Newspaper reporter, Mr. Luong Tan Phat (71 years old), Le Hong Phong ward, shared: “My house lives near the canal that leads water from Bau Ca regulating lake to Tra Khuc river. This canal smells bad in the dry season, and in the rainy season the water drains slowly because of sedimentation and weeds growing in many sections of the canal.”
One of the most seriously clogged drainage channels is the southern area of Quang Ngai City. According to the reporter's records, Bau Giang River is currently seriously silted up, with duckweed covering the river surface and overgrown trees everywhere. Many sections of the flow have been narrowed. In addition, the main drainage channels in the southern part of Quang Ngai City that flow into Bau Giang River have not been cleaned, and the flow area has been severely affected.
At the end of September 2023, at the 17th Session, the 13th Quang Ngai Provincial People's Council approved the investment policy of 1,000 billion VND to renovate the drainage system, build pumping stations and factories to prevent flooding and treat wastewater for Quang Ngai City. The implementation period is from 2024 to 2027. While waiting for this project to be implemented, the situation of flooding in Quang Ngai City continues to occur every time there is heavy rain.
Recently, based on the opinions of relevant levels and branches, Mr. Ngo Van Trong - Secretary of Quang Ngai City Party Committee requested the relevant agencies to promptly complete the plan to add additional pumping stations to reduce flooding in the southern area of Quang Ngai City when there is prolonged heavy rain; the authorities of communes and wards should proactively complete dredging drainage canals before the rainy season...
