Ca River flood rises to alert level 3, Nghe An and Ha Tinh urgently organize evacuation

The Ministry of Agriculture and Environment has just sent a telegram to the People's Committees of Nghe An and Ha Tinh provinces and relevant ministries on emergency response to floods.

Due to the influence of storm No. 3, on July 22, 2025, there was very heavy rain in the Ca River basin, causing floods above alert level 3 of the upper reaches of the Ca River; the downstream of the Ca River is forecast to increase to alert level 3; the risk level of natural disasters due to floods is level 3.

To proactively respond to heavy rain and floods, the Ministry of Agriculture and Environment recommends that ministries, branches, and Chairmen of People's Committees of Nghe An and Ha Tinh provinces:

Closely monitor the developments of floods; promptly inform authorities and people at all levels to proactively prevent and avoid them.

Proactively organize the evacuation of people in low-lying areas, along rivers with high risk of flooding, areas at high risk of landslides, and flash floods to safe places.

Organize patrols, guard, deploy flood prevention plans, ensure safety according to the alert level; prepare forces, materials, and means to handle the dike incident at the first hour.

Organize forces to guard, control, support and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, areas with deep flooding, fast-flowing water, areas where landslides have occurred or are at risk of landslides; resolutely do not allow people and vehicles to pass through if safety is not guaranteed, do not let unfortunate damage to people occur due to carelessness and subjectivity; arrange forces, materials, and means to overcome incidents, ensure smooth traffic on main traffic routes when heavy rain occurs.

Deploy flood prevention plans and ensure dyke safety. Organize the operation and implementation of plans to ensure the safety of reservoirs and downstream areas, especially small hydropower reservoirs, vulnerable irrigation reservoirs, and works under construction; arrange permanent forces to operate, regulate, and be ready to handle possible situations.

Prepare rescue forces and means for response when required.

Direct local radio and television stations to increase information on rainfall, floods, and reservoir discharge to people and authorities at all levels to proactively prevent; specialized agencies coordinate with local television stations, information and communication agencies, especially at propaganda and dissemination facilities, and instruct people to proactively respond to minimize damage.

Organize a serious on-duty Committee, regularly report to the Ministry of Agriculture and Environment.
