On July 23, Lieutenant General Thai Dai Ngoc, Deputy Chief of the General Staff of the Vietnam People's Army, signed a telegram to the General Department of Politics, General Department of Technical Logistics, Military Region 4, Air Defense - Air Force, Border Guard, Army Corps 18 on focusing on emergency response to rain and floods in Nghe An province.
The dispatch clearly stated that the circulation of Storm No. 3 caused very heavy rain in the mountainous areas of the West of Nghe An province with common rainfall from 120-200mm, many places over 300mm (in the past 24 hours), and heavy rain has been and will continue to occur in the upstream of Ca River in Laos.
The flow flow to Ban Ve hydroelectric reservoir is very high (the flood flow to the reservoir at 22:45 on July 22, 2025 is 10,044 m3/s, exceeding the designed flood flow of 7,770 m3/s), the upstream water level of the reservoir is increasing very rapidly, at risk of exceeding the normal rising water level on the morning of July 23, 2025; there is a high risk of flash floods, landslides in steep slopes, along rivers and streams, deep flooding in low-lying areas.
Implementing the Prime Minister's Official Dispatch No. 119/CD-TTg dated July 22, 2025 on focusing on emergency response to floods in the Ca River basin, to ensure the safety of people's lives and property and the State, safety of dykes, irrigation dams, and hydropower works in Nghe An province, especially Ban Ve hydropower dam, the General Staff requested units not to be passive and surprised. Strictly maintain the on-duty regime, implement the reporting regime in accordance with regulations.

Military Region 4 directs the Military Commands of the provinces to proactively advise local Party committees and authorities, inspect and adjust response plans and solutions; coordinate with departments, branches and sectors to proactively mobilize forces and means to help people move people and property to safe places;
Ensure materials and necessities to support people in key areas, where flash floods, landslides, and deep flooding occurred to support localities and people in responding to rain, floods, and rescue; direct units under their authority to proactively inspect and review response plans and solutions to ensure the safety of storages and warehouses;
Coordinate and cooperate with local authorities to mobilize forces and means to participate in responding to and overcoming the consequences of natural disasters; after floods, help people clean up the environment and quickly stabilize their lives.
Air Defense - Non-commissioned Army, Corps 18: Check and review plans, organize forces and means to be ready to conduct flights for search and rescue, air rescue when ordered by the Ministry.
The Border Guard directs the Nghe An Provincial Border Guard Command to mobilize forces and means to help the people overcome the consequences of rain and floods.
The General Department of Logistics and Engineering, according to its functions and tasks, strengthens direction, urging, and inspecting units under its authority to do a good job of responding to rain and floods, ensuring the safety of warehouses, factories, weapons and equipment, and preparing well for logistics and technical work to serve the response work;
Proactively coordinate, provide and transport timely supplies and equipment for rescue and relief, and be ready to mobilize forces and means to help localities cope with the consequences of rain and floods.
