According to the Dak Lak Department of Finance, in the first 8 months of 2025, the state budget revenue and expenditure situation in the province had notable developments.
Total state budget revenue reached VND10,574 billion, an increase of VND 1,035 billion compared to the previous month, equivalent to 78.92% of the central budget estimate (VND13,398 billion) and 64.83% of the provincial budget estimate (VND16,310 billion).
In total revenue, land use fee collection was recorded at VND2,972 billion, an increase of VND268 billion compared to the previous month.
Although it reached 78.87% of the central budget estimate (VND 3,768 billion), it only reached 46.28% of the provincial budget estimate (VND 6,421 billion).
This shows that land use fee collection is still facing many difficulties, especially in the context of new legal regulations.
The total state budget revenue for 2025 is estimated to reach VND15,000 billion, up 12% compared to the central budget estimate and reaching 92% compared to the provincial budget estimate, at the same time increasing by 5.9% over the same period in 2024.
Despite many positive targets, the province still expects two revenue items to not reach the estimate, including environmental protection tax collection (61.2%) and land use fee collection (63.3%).
The reason for the state budget revenue not expected to reach the provincial budget estimate comes from many difficulties in completing legal procedures for the land plots.
In particular, after the 2024 Land Law, the 2023 Housing Law, the 2023 Real Estate Business Law and related decrees took effect from August 1, 2024, many procedures that have been implemented need to be reviewed, adjusted, appraised and re-approved.
Moreover, some land fund creation projects are still facing difficulties in compensation and site clearance, leading to the inability to hand over clean land for infrastructure investment.
In addition, the adjustment of the 2025 budget estimate, transferring the task of collecting land use fees from the district level to the provincial level, along with the process of arranging and reorganizing administrative units, has also affected the progress of land use fee collection.
