According to research, in Thanh Hoa province, the scarcity of construction sand and high costs have affected the construction progress of many projects, including both public infrastructure and residential housing. This situation poses many challenges in ensuring a stable source of construction materials in the area.

The Department of Agriculture and Environment of Thanh Hoa province said that the whole province currently has 30 sand mining licenses granted, of which 28 licenses are still valid with a total capacity of more than 0.8 million m3/year; the remaining 2 mines have expired in April 2025.
However, a survey shows that there is only one sand mine in Yen Dinh district in operation, with an exploitation capacity of 15,000 m3/year, accounting for only about 1.78% of the total licensed capacity.
Most of the remaining mines are not operating due to many reasons such as: boats have not been inspected according to regulations, have not completed land lease procedures, or are in the process of measuring, re-determining reserves and assessing the risk of riverbank landslides. Some mines had to be temporarily suspended because the mine owners were involved in violations in mineral exploitation and were being investigated by the police.
The suspension of many mines has led to a serious shortage of sand for construction, slowing down the construction progress of projects in the province.
At the conference to remove difficulties in mineral exploitation and transportation for sand mines for construction materials, organized by the People's Committee of Thanh Hoa province on June 3, businesses proposed to temporarily allow the use of old vehicles for exploitation within the licensed boundary, while waiting for the completion of conversion procedures or rebuilding vehicles in accordance with regulations on registration and inspection. Because according to the company's reflection, completing a standard vehicle can take from 4 months to 1 year.
In order to solve the above situation, Vice Chairman of the Provincial People's Committee Le Duc Giang assigned functional agencies to make a comprehensive report on the situation of construction sand mining in the area and submit it to the Provincial People's Committee. At the same time, the Department of Agriculture and Environment coordinates with the Department of Construction to organize the delegation to learn the experience of management and exploitation of mineral resources in some neighboring localities.
