Directed to receive the status quo
Lao Dong Newspaper has just published a series of articles reflecting that for nearly 20 months, dozens of officials and teachers of Song Hong Technical - Professional Secondary School (old) (abbreviated as Song Hong Secondary School) have not received salaries, social insurance benefits, and health insurance.
Answering Lao Dong Newspaper on March 18, Ms. Tran Thi Thuy, Head of the Civil Servants and Public Employees Department of Phu Tho Provincial Department of Home Affairs, said that after the merger, the Department of Home Affairs had a document directing and urging the school.
The Department of Home Affairs directed Phu Tho Vocational College to coordinate with Song Hong Intermediate School to receive people.
Ms. Thuy believes that accepting the status quo here is not only about facilities but also about people. Regarding salary regime, Ms. Thuy said that to pay salaries, first of all, Song Hong Intermediate School must calculate, because this is an autonomous unit.
Speaking about the direction of resolving the case, Ms. Thuy said that she would request Phu Tho Vocational College to review each case to receive or resolve benefits in accordance with legal regulations.
Regarding this content, on February 27, 2026, Mr. Tran Van Hoa, Deputy Director of Phu Tho Department of Home Affairs, signed a document responding to some individuals of Song Hong Intermediate School.
According to the official dispatch, the Department of Home Affairs has repeatedly urged Phu Tho Vocational College to resolve the reception of officials, teachers, and staff of Song Hong Intermediate School.
The Department of Home Affairs also said that, based on the staffing targets assigned in Decision No. 2280/QD-UBND dated December 29, 2025 of Phu Tho Provincial People's Committee, Phu Tho Vocational College is assigned 168 targets to receive state budget salaries, 25 targets to receive salaries from career revenue. Currently, there are 145 people present, and 48 targets have not been used.
In writing, the Department of Home Affairs requested Phu Tho Vocational College to implement the status quo of receiving cases of managers, teachers, and staff of Song Hong Intermediate School according to Decision No. 2681/QD-BGDDT dated September 25, 2025 of the Minister of Education and Training.
Based on the funding source of Song Hong Intermediate School after receiving, reporting, and seeking opinions from the Department of Finance, Department of Home Affairs, Department of Education and Training, Department of Justice, and Provincial Social Insurance on the payment of salaries and social insurance for managers, teachers, and staff of Song Hong Intermediate School from September 2024 to present.
After receiving, reporting, and proposing the Department of Home Affairs to approve job positions to determine the number of employees (labor contracts) using self-financing funds or partial self-financing funds to pay salaries and regimes and policies for employees.
The Ministry of Construction also requested to receive personnel.
According to documents of Lao Dong Newspaper, Decision No. 2681/QD-BGDDT dated September 25, 2025 of the Minister of Education and Training on merging Song Hong Intermediate School into Phu Tho Vocational College has instructions on personnel issues.
Accordingly, the Ministry of Education and Training requests the People's Committee of Phu Tho province to direct relevant agencies and units to carry out the handover and receipt of personnel, finance, assets, and learners of Song Hong Intermediate School into Phu Tho Vocational College in accordance with the law.
The process of merging and reorganizing must ensure normal operation, legitimate and lawful rights and interests of relevant parties according to the Project to merge Song Hong Intermediate School into Phu Tho Vocational College, without allowing negativity, loss, and waste of financial and asset resources.
Previously, in the handover and receipt record in its original state between the Ministry of Construction and Phu Tho Provincial People's Committee on July 25, 2024, the content of personnel handover was also stated.

Accordingly, the Ministry of Construction handed over all organizational personnel, facilities, equipment, finance, assets, investment and related contents to ensure compliance with current legal regulations.
Thus, in writing, many functional agencies have repeatedly affirmed that accepting the status quo is not just about facilities but must include people.
