According to the report of the Department of Finance of Ca Mau province, as of July 31, the whole province of Ca Mau has disbursed more than VND 3,300 billion in public investment capital, reaching 27.2% of the assigned plan. Of the total 17 investors allocated capital plans for 2025 (excluding commune level), only 8 units have a disbursement rate exceeding the national average, while the remaining 9 units still disburse below this level.
Notably, the total public investment plan capital of the Management Board of Agricultural and Rural Development Projects of Ca Mau province in 2025 is more than 1,080 billion VND, but so far, this investor has only disbursed more than 212 billion VND, reaching 19.6% of the plan.
In this situation, Mr. Huynh Quoc Viet, Standing Deputy Secretary of the Provincial Party Committee, Head of Working Group No. 2 and members of the working group had a working session to inspect the progress of key projects and works in the province.
Specifically, Working Group No. 2 has inspected a number of projects, such as: Bac Lieu River Embankment (Bac Lieu Ward, Vinh Trach Ward); Cai Cung Storm shelter and fishing wharf area (Vinh Hau Commune); project to build and upgrade the Dong Sea dike and the sewer system across the dike; project to handle erosion and reinforce the riverbed (Ganh Hao Commune).

According to the Provincial Management Board of Agricultural and Rural Development Projects, some projects still have many households that have not handed over the site, such as: Bac Lieu Riverside Embankment (over 60 households); Cai Cung Fishing Wharf and Wharf An anchorage Area (92 households with works and houses that are not eligible for compensation).
The main reason is that Bac Lieu province (old) is slow to establish a Compensation Council, has not approved a specific land price list, adjusted investment level, the situation of public land occupation, many households are facing difficulties and need more support...
At the meeting, Standing Deputy Secretary of the Ca Mau Provincial Party Committee Huynh Quoc Viet said that the projects being implemented are all urgent, directly related to people's lives and the socio-economic development of the province.
Mr. Viet suggested that departments, branches and localities closely coordinate, mobilize maximum resources, and even work day and night to complete the disbursement of 100% of the capital plan for 2025.

Regarding site clearance, the Standing Deputy Secretary of the Provincial Party Committee requested localities to resolutely complete and hand over by September 20 at the latest.
The investment project to build a storm shelter and Cai Cung fishing port, with a scale of 250 ships/150CV, a total investment of 250 billion VND, will be implemented in the period of 2022 - 2025.
The investment project for the riverbank embankment of Bac Lieu city, with a length of 6km, a total investment of more than 900 billion VND, will be implemented in the period of 2022 - 2026.
The project to build and upgrade the East Sea dike and the urgent dike-crossing culvert system to combat climate change in Bac Lieu province, with a scale of 4km (from the border of Soc Trang province (now Can Tho city) to Bac Lieu city (now Hiep Thanh ward, Ca Mau province) includes upgrading the sea dike, building 5 tidal culverts, management houses; the capital for implementation is more than 182 billion VND.
The project to treat erosion and reinforce the riverbed (Ganh Hao commune) has a total investment of more than 261 billion VND, the length of the embankment is more than 939m, the total area of recovered land is 27,000m2.
