Thanh Hoa voters requested the Ministry of Construction to have a plan to renovate, upgrade and expand the road surface, install traffic signs, warning lights, paint road markings and lighting systems... on National Highway 217B through the communes. Typically, the intersection with Le Nhan Tong Street; the intersection with Le Trang Tong Street and at the intersection of National Highway 217B with National Highway 1A. Because this road section is a high risk of traffic accidents.
After studying, the Ministry of Construction responded as follows:
National Highway 217B passing through Thanh Hoa province from Km0+00 - Km50+700, in 2024-2025, the Ministry of Construction has allocated capital to repair the roadbed, road surface, drainage system, traffic safety and bridge works on the route. In particular, in 2024, the authorities spent more than 46 billion VND to complete the project; in 2025, with a budget of 11 billion VND, the Thanh Hoa Department of Construction has completed the construction bidding, and is currently implementing construction, expected to be completed in the third quarter of 2025.
On May 6, 2025, the Ministry of Finance issued Decision 1832/QD-BTC to transfer assets of road traffic infrastructure (a decentralized national highway) from the Ministry of Construction to the Thanh Hoa Provincial People's Committee (Thanh Hoa Provincial People's Committee) for management, including National Highway 217B related to the content of voters' recommendations.
According to the provisions of Clause 5, Article 4 of Decree 165/2024/ND-CP dated December 26, 2024 of the Government, for decentralized national highways, the Provincial People's Committee is responsible for "Investing, constructing, managing, operating, exploiting, maintaining and protecting road infrastructure".
Therefore, it is recommended that the National Assembly Delegation of Thanh Hoa province give its opinion to the People's Committee of Thanh Hoa province, direct the National Highway 217B management unit to strengthen regular maintenance work, monitor arising damages (if any) to promptly overcome them to ensure traffic safety on the route; proactively develop an investment plan to renovate, upgrade and expand the road surface, strengthen the traffic safety system ( install traffic signs, warning lights, paint road markings and lighting systems...) according to the recommendations of voters on National Highway 217B using local budget after completing the handover of the route to the People's Committee of Thanh Hoa province for management according to regulations.
