On January 20, Ms. Trang Thi Xuan - Permanent Vice Chairwoman of the Provincial People's Committee, chaired a meeting with the Department of Home Affairs, Department of Labor - Invalids and Social Affairs, Department of Health, Department of Education and Training, Department of Justice and the Ethnic Minorities Committee, to deploy the project to arrange and streamline the organization of specialized agencies under the Provincial People's Committee.
Accordingly, Son La province will merge and retain the name of the Department of Finance after merging with the Department of Planning and Investment, retain the name of the Department of Home Affairs after merging with the Department of Labor, War Invalids and Social Affairs, retain the name of the Department of Construction after merging with the Department of Transport, and retain the name of the Department of Science and Technology after merging with the Department of Information and Communications.
Along with that, the Department of Culture, Sports and Tourism was assigned to receive the press management function from the Department of Information and Communications.
Establish the Department of Ethnic Minorities and Religions, on the basis of the Ethnic Minorities Committee receiving additional state management functions on religion from the Department of Home Affairs.
Other departments such as the Department of Health, Department of Education and Training, Department of Justice, and Department of Industry and Trade will keep their names.
At the meeting, Ms. Trang Thi Xuan emphasized that the arrangement and consolidation of departments must be associated with the goal of reducing 15-20% of the internal organizational structure and reducing at least 20% of civil servants and public employees according to the roadmap. This not only improves operational efficiency but also optimizes local resources.
At the district level, the streamlining process is also being implemented synchronously. Specifically, the Department of Labor, War Invalids and Social Affairs will be merged with the Department of Home Affairs, keeping the name of the Department of Home Affairs; the Department of Ethnic Minorities and Religions will be established, integrating the state management function of religion from the Department of Home Affairs.
Keep the names of other specialized departments as directed by the Government Steering Committee.
In addition, the state management function of criminal records is also proposed to be transferred from the Department of Justice to the Provincial Police to ensure professionalism and efficiency.
Thus, after the arrangement, the number of departments will be reduced to 17 departments, 3 departments less than the traditional structure (20 departments).
