At about 4 am on the same day, moderate to heavy rain appeared in Ca Mau province, with locally very heavy rain. Rain concentrated mainly from 4 am to 7 am, causing localized flooding in many low-lying areas.
Mr. Huynh Minh Nhan - Director of Ca Mau Provincial Hydrometeorological Station - said that the rainfall measured at some automatic stations was very high, such as: Bridge No. 2 reached 137.2mm, Ward 8 reached 122.5mm, Gia Rai 105.2mm, Phong Hiep 90.6mm, Tan Thanh 83.6mm and Pho Sinh 80.2mm.

According to Mr. Nhan, there are still thunderstorm clouds from the Gulf of Thailand moving to the mainland of the South, including Ca Mau province, so it is likely that widespread rain will continue to appear during the day, accompanied by dangerous weather phenomena such as thunderstorms, tornadoes and lightning.

In the Bac Lieu ward area - 1 of the 2 urban centers of Ca Mau province, heavy rain lasting nearly 3 hours caused many roads to be deeply flooded such as: Ton Duc Thang, Tran Huynh, Hoa Binh, Hung Vuong, 23/8, Cu Chinh Lan, Cao Van Lau, Ba Trieu...
Many points were flooded more than 40cm deep, such as the intersection 23/8 - Tran Phu, Tran Phu - Hoa Binh and the Vo Van Kiet roundabout area, causing traffic difficulties. Many vehicles stalled, and people had to wade through the flooded section.

Ms. Tran Hong Phuong, residing in Bac Lieu ward, Ca Mau province, said that in the morning of the same day, she took her child to school, but when she reached the Tran Phu - 23/8 intersection area, the water was too deep, many cars stalled, so she had to turn around to find another way. "Going around for more than 30 minutes to take her child to school," Ms. Phuong said.
Along 23/8, Tran Huynh, Hoa Binh streets, many people had to bring their vehicles to the sidewalks to wait for the water to recede because they could not continue moving.

Previously, in order to limit flooding in the inner city area when heavy rain or high tide rises, local authorities have implemented many solutions such as dredging drainage culverts, upgrading some roads, operating tide control culverts and mobilizing people to clear sewers. However, localized flooding still recurs every time heavy rain lasts for many hours.
