On the afternoon of September 16, according to the latest report of Kim Tan Commune People's Committee, Thanh Hoa province, prolonged heavy rain has caused widespread flooding, affecting people's lives, traffic and agricultural production.
As of 4 pm on the same day, the whole commune had 215 households with 921 people in 7 flooded villages, including village 5 Thanh Kim; village 2 Thanh Hung; village 1 Thanh Tien; villages 1, 2, 3 and 4 Thanh Truc.
The flood level in areas is from below 1m to about 1.5m. Households are evacuating on the spot to ensure safety.
Notably, a landslide occurred in Thanh Kim village 5. The incident has not caused any casualties or property damage but affected the safety of a household. Local authorities have evacuated this household, including 6 people, to a safe place.
According to Kim Tan Commune People's Committee, as of the time of reporting, no casualties have been recorded.
Floods also caused a total of about 12.8km of traffic roads to be flooded.
In which, provincial road 523 is flooded about 3.9km, the section passing through villages 2, 3, 4 Thanh Truc and village 2 Thanh Tho. Inter-commune and inter-village roads are flooded about 8.9km.
In the field of agricultural production, about 20.8ha of rice, 39ha of newly planted sugarcane and 14.3ha of other crops were flooded and broken. About 2.1ha of aquaculture area was overflowed.
In low-lying areas, outside dikes and riverbanks, there are 36ha of sugarcane, 7.8ha of rice, 9.8ha of other crops and 1ha of aquaculture affected.
The area inside the dyke has 3ha of sugarcane, 13ha of rice, 4.5ha of crops and 1.1ha of aquaculture flooded.
6 irrigation reservoirs in the area have overflowed or reached the overflow threshold. According to local authorities, the situation at the reservoirs is currently basically stable.
Faced with the diễn biến of rain and floods, Kim Tan commune has issued warning levels on the Buoi River, organized 24/24 hour disaster prevention and control duty, and established inspection teams to inspect areas at risk of landslides, flooding and key dike locations.
At points at risk of landslides, military and police forces are arranged to be on duty, stretch ropes and plant warning signs, not allowing people and vehicles to enter dangerous areas.
The locality also prepares forces and vehicles to be ready to evacuate people in areas at high risk of landslides and floods; and at the same time operate drainage pumping stations, inspect reservoir systems, dams and irrigation works.
Previously, on the morning of September 16, Mr. Trinh Tuan Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Thanh Hoa province and the working delegation inspected the work of responding to and overcoming the consequences of floods in Kim Tan commune.
The inspection team inspected the Thach Dinh dyke and landslide areas, and at the same time requested the locality to continue to closely monitor weather developments, proactively evacuate people when there is a risk of unsafety and ensure traffic in flooded and cut-off areas.
This is not the first time Kim Tan commune has suffered widespread flooding during heavy rains. At the end of August 2025, the Buoi River water rose rapidly, causing the Thach Dinh dyke to overflow in many locations, 22/48 villages in the commune were cut off, and many traffic routes were flooded. By the afternoon of August 27, 2025, nearly 1,600 households with more than 5,100 people were flooded; many people had to go to the 2nd floor or rooftop to avoid floods.
The floods at the end of September and early October 2025 are even more serious. On the morning of October 1, 2025, the water level of the Buoi River at Kim Tan station reached 14.33m, exceeding alarm level 3 by about 2.33m and about 0.08m higher than the historical flood peak in 2007. At that time, 38/48 villages of Kim Tan commune with 2,235 households were flooded; the locality had to evacuate 1,865 households with 7,685 people to safe places, and many residential areas were cut off.
Most recently, during the heavy rain from August 17 to 24, 2026, the rainfall measured in Thanh Hung area, Kim Tan commune reached 426.8mm. On August 25, in hamlet 5 of the commune, more than 100 households were isolated due to the rising Buoi River water level. Functional forces had to organize duty, protect dykes, prepare food, necessities and plans to ensure safety for people.
