Water levels of hydroelectric reservoirs in the North on November 24

Hydropower reservoirs in the North are flexibly operated according to flood developments, ensuring safety for downstream areas.

As of 9:00 a.m. on November 24, 2025, according to an update from Vietnam Electricity Group, Hoa Binh Lake recorded upstream water levels at elevation of 116.51m; water flow to the lake reached 3,787m3/s; total discharge was 3,325m3/s.

Implementing the inter-reservoir operation process on the Red River basin, Hoa Binh Hydropower Plant opened a bottom spillway through the spillway at 11:00 p.m. on November 23, 2025 to regulate the lake water level.

After opening the bottom spillway, the water level downstream of Hoa Binh dam will gradually increase to 12.5m; about 5m higher than before the spillway.

Previously, at 2:00 p.m. on November 20, 2025, Hoa Binh Hydropower Plant opened a bottom spillway gate and closed it at 5:00 a.m. on November 22, 2025. The continuous closure and opening of floodgates has caused the water level downstream of the Da River to increase and decrease significantly.

At Tuyen Quang Lake, by 9:00 a.m. on November 24, the upstream water level reached 119.46 m; the water flow to the lake reached 379 m3/s; the total discharge was 375 m3/s.

Implementing the inter-reservoir operation process on the Red River basin, Tuyen Quang Hydropower Plant has closed 1 bottom spillway gate of Tuyen Quang Hydropower Plant, currently only maintaining power generation through generators.

As of 9:00 a.m. on November 24, Son La Lake recorded upstream water levels at 215.31 m; water flow to the lake was 1,762 m3/s; total discharge was 3,871 m3/s.

Implementing the inter-reservoir operation process in the Red River basin, Son La Hydropower Plant opened a bottom spillway gate of Son La Hydropower Plant at 5:00 p.m. on November 23, 2025 to regulate the lake water level.

At Lai Chau Lake, as of 9:00 a.m. on November 24, the upstream water level reached 294.58 m; the water flow to the lake reached 927 m3/s; the total discharge was 1,440 m3/s.

To keep the lake's water level not exceeding 295m, Lai Chau Hydropower Plant opened a spillway to regulate the reservoir, to ensure the safety of the project and downstream before the water flow to the lake increases.

A similar situation occurred at Thac Ba Lake, where the upstream water level reached 58.14m; the water flow to the lake reached 168m3/s; the total discharge was 344.3m3/s. Currently, Thac Ba Hydropower Plant is maintaining 2 floodgates.

With the rapid increase in the water flow into the reservoirs, the proactive and safe operation of the hydropower system has become a key task to protect downstream and minimize natural disaster risks in the North.

National Center for Hydro-Meteorological Forecasting, today, November 24, the Northern region will have a sunny day. Cold at night and morning, some places are very cold.

Hue, Da Nang and the eastern part of Quang Ngai province will have moderate rain, heavy rain, and some places will have very heavy rain.

The Southern region will have scattered showers and thunderstorms; in the afternoon and evening, there will be scattered showers and thunderstorms, with some places having heavy rain.
