As of 8:00 a.m. on October 28, 2025, according to an update from Vietnam Electricity Group, Hoa Binh Lake recorded upstream water levels at elevation of 116.62m; water flow to the lake reached 954m3/s; total discharge was 1,517m3/s.
Implementing the inter-reservoir operation process in the Red River basin, Hoa Binh Hydropower Plant closed a bottom spillway gate at 11:00 on October 22 to stabilize downstream flow. When closing a bottom spillway, the downstream water level will gradually decrease.
At Tuyen Quang Lake, by 7:00 a.m. on October 28, the upstream water level reached 118.77 m; the water flow to the lake reached 324 m3/s. Implementing the inter-reservoir operation process in the Red River basin, Tuyen Quang Hydropower Plant closed 1 bottom spillway gate of Tuyen Quang Hydropower Plant at 6:00 p.m. on October 24.
As of 8:00 a.m. on October 28, Son La Lake had an upstream water level of 215.01 m; water flow to the lake was 202 m3/s; total discharge was 2,338 m3/s. Currently, the unit has closed all bottom spillways, only maintaining power generation through generators to regulate the flow downstream.
A similar situation occurred in Lai Chau Lake, where the upstream water level reached 294.92m; the water flow to the lake reached 764m3/s; the total discharge was 555m3/s. Currently, Lai Chau Hydropower Plant has also closed all bottom spillways, only operating power generation.
At Thac Ba Lake, by 8:00 a.m. on October 28, the upstream water level reached 58.04 m; the water flow to the lake reached 240 m3/s, the total discharge was 270.28 m3/s. Currently, Thac Ba Hydropower Plant maintains all floodgates closed.
Up to this point, all large hydroelectric reservoirs in the North have simultaneously closed, showing that the water source situation has stabilized, creating conditions to ensure safety downstream and maintain stable power production.
National Center for Hydro-Meteorological Forecasting, today, October 28, the Northern region will have cold nights and early mornings, some places will have cold weather; sunny afternoons with the highest temperature in some places above 29 degrees Celsius.
Due to the influence of the strengthening cold air combined with disturbances in the high-altitude East wind zone, the area from Ha Tinh to Da Nang city and the East of the provinces from Quang Ngai to Dak Lak will have moderate rain, heavy rain and thunderstorms, locally very heavy rain.
Currently, floods on the Huong River (Hue City), Vu Gia-Thu Bon River (Da Nang City) are rising rapidly; rivers in South Quang Tri and Quang Ngai are rising.
In the next 12-24 hours, floods on the Bo River at Phuoc station, on the Huong River at Kim Long station, the Vu Gia River at Ai Nghia station, and the Thu Bon River at Cau Lau station will remain high and above Alert Level 3 from 0.5-1.0m. Floods on Tra Khuc River will gradually decrease and will be at Alert Level 2.
