According to Hoa Binh Hydropower Company, as of 8:00 a.m. on August 27, 2025, Hoa Binh Hydropower Reservoir will still maintain a state of closing all bottom spillways, to ensure safety for the downstream area in the context of the circulation of storm No. 5 causing widespread heavy rain in the Northwest and midland areas of the North.

Mr. Pham Van Vuong - Director of Hoa Binh Hydropower Company informed that the water level of Hoa Binh Lake is higher than the water level prescribed in the Inter-reservoir Operation Procedure (101m).

As of 8:00 a.m. on August 27, 2025, the upstream water level of Hoa Binh Lake was at the elevation of 102.09 m; the water flow to the lake reached 4,386 m3/s, while the total discharge was only 1,630 m3/s. This shows that the lake still has flood prevention capacity, and there is no risk of insecurity.

According to Mr. Vuong, from the evening of August 24 to noon of August 26, prolonged heavy rain caused the water flow to the lake to increase rapidly. However, this amount of water has not created pressure beyond regulating capacity. Hoa Binh Hydropower Company is coordinating with Son La Hydropower Plant in the upstream to closely monitor, proactively operate and be ready to cut floodwaters downstream when necessary.

The upstream - downstream water level and flow parameters to the reservoir are continuously updated, reported to the Ministry of Agriculture and Environment, and relevant agencies.

In Phu Tho, the circulation of storm No. 5 caused heavy rain in many places, with the risk of landslides and flash floods in Mai Chau, Cao Son, Thanh Son, Xuan Vien communes... Some inter-commune roads were partially flooded, making it difficult for people to travel.

The Steering Committee for Civil Defense, Natural Disaster Prevention and Search and Rescue of Phu Tho province warned people to strictly follow instructions when crossing spillways and areas with fast-flowing water, while also preventing landslides in steep mountains and along rivers and streams.

Currently, the authorities are organizing a 24/7 duty, monitoring the development of floods and rains, and preparing plans to evacuate people in dangerous areas. Hoa Binh Hydropower Company affirmed that it will closely coordinate with the locality to ensure the safety of the downstream area during these complicated rainy and stormy days.
