Preserving and promoting the fine cultural identity of ethnic minorities goes hand in hand with eliminating backward customs and practices; implementing gender equality and solving urgent issues for women and children; building a strong grassroots political system, maintaining political security, social order and safety, ensuring national border security; consolidating and strengthening the great solidarity bloc of ethnic groups, enhancing the trust of ethnic minorities in the Party and the State.
Some specific targets for phase II from 2026 to 2030:
- The average income of ethnic minorities is equal to 1/2 of the national average.
