In the period of 2026 - 2030, the target of the average income of ethnic minorities is equal to 1/2 of the national average.

According to the draft Report on the implementation of the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas 2021 - 2030, for the period 2026 - 2030, a number of specific targets have been set.

Accordingly, the general goal is to maintain the program's goal of exploiting the potential and advantages of localities in the region, innovating, promoting economic development, ensuring social security; reducing poverty quickly and sustainably, gradually narrowing the gap in living standards and income compared to the national average; gradually reducing the number of communes and villages with special difficulties.

Planning and stabilizing the population, building a synchronous and inter-regional economic and social infrastructure system, connecting with developing regions; comprehensively developing education, training, healthcare, culture; significantly improving people's lives; improving the quantity and quality of cadres, civil servants, public employees, and workers of ethnic minorities.

Preserving and promoting the fine cultural identity of ethnic minorities goes hand in hand with eliminating backward customs and practices; implementing gender equality and solving urgent issues for women and children; building a strong grassroots political system, maintaining political security, social order and safety, ensuring national border security; consolidating and strengthening the great solidarity bloc of ethnic groups, enhancing the trust of ethnic minorities in the Party and the State.

Some specific targets for phase II from 2026 to 2030:

- The average income of ethnic minorities is equal to 1/2 of the national average.

- Reduce poor households to below 10%. Basically, there are no more communes and villages with special difficulties; 70% of communes in ethnic minority and mountainous areas meet new rural standards.

- shifting the rural labor structure of ethnic minority areas, attracting 3% of workers each year to work in the following industries and occupations: industry, handicrafts, tourism, services.

- 40% of ethnic minority workers know how to do the following industries and occupations: industry, handicrafts, tourism, services.

- Strive to have 80% of ethnic minority farming households do agricultural and forestry economics.

- Basically eliminate temporary and dilapidated housing; prevent ecological degradation; maintain and increase the forest coverage rate.

- Over 85% of communes and villages in ethnic minority and mountainous areas have sufficient infrastructure to meet the requirements of socio-economic development and people's lives.

- Basically resolve the situation of unplanned migration among ethnic minorities. Planning to arrange, relocate, and arrange 100% of ethnic minority households living in scattered and isolated special-use forests, remote and remote areas, areas at risk of flash floods, landslides, and landslides.

- Basically complete the targets set in the National Target on Sustainable Development to 2030.
