Electric cars "race" all night long
Recently, the situation of businesses and mini electric vehicle rental services in the center of Hai Phong City has become increasingly complicated, with little inspection and supervision by authorities.
Recorded by Lao Dong reporter on the evening of October 24, in the flower fountain garden next to the square of Hai Phong Opera House, dozens of toy motorbikes "rushed" noisily across the paths. Flashing lights, blaring horns made the whole area chaotic. The rental price for each of these vehicles fluctuated from 40,000 to 50,000 VND/30 minutes. "On normal days, we rent out a few dozen vehicles, on holidays, we rent out a few hundred vehicles, there are days when we let customers play until 1am before packing up to go home" - said a toy car rental business in the flower fountain garden.
Ms. Nguyen Thu Huong (Cat Bi Ward, Hai An District) said - It's been a long time since I took my child to play on the central strip and was "shocked" by the racing scene of both young children and teenagers. The equipment looks very unsafe and there is no separate play area, which can easily cause accidents for others.
Mr. Nguyen Truong (Vinh Niem ward, Le Chan district) also often witnesses the chaos in this area in the evenings. "I myself witnessed a child driving a motorbike into a pedestrian in the square, injuring the pedestrian's leg. People really hope that the authorities will intervene and control this situation to restore a quiet and safe space in the city center."
Lack of control force
Regarding this issue, in an exchange with Lao Dong, a representative of the Hong Bang District Construction Investment Project Management Board (the unit in charge of the central strip area) admitted that there was a situation where spontaneous businesses and electric vehicle rentals caused disorder in the central strip.
Previously, this central strip area had People's Police Station No. 1 (about 30 people) along with the Central Strip Management Board of about 30 people to coordinate for management. However, for more than 3 years now, the Police Station has been dissolved; the Central Flower Garden Strip Management Board has merged into the Hong Bang District Investment and Construction Project Management Board, so the specialized force to ensure security and order in the flower garden strip area is very lacking. "Since the beginning of the year, the Board has inspected, reminded, and confiscated dozens of children's toy vehicles, however, due to the thin force, the inspection and handling are still limited" - said the representative of the Management Board.
In response to public and press reports of electric vehicles causing disorder in the downtown area, Hong Bang District has arranged an area for electric vehicle businesses to gather at Quang Trung walking street, near the old Sat market. However, since early September, due to the impact of Typhoon Yagi, the walking street has been temporarily closed, so these households have taken advantage of the situation and continued to set up businesses in the downtown area.
"The immediate solution is that when Quang Trung walking street is back to normal operation, the authorities will require all electric vehicle businesses to return to the designated areas. In the long term, the locality will move towards handing over security and order to the wards for management to ensure timeliness and efficiency," said a representative of the Hong Bang District Construction Investment Management Board.
