Currently, Gia Lai province still has more than 350 homeless, orphans, and beggars, mainly concentrated in urban areas, tourist attractions, restaurants, eateries, parks and public places.

The situation of street vendors, homeless people, beggars, street vendors, and lottery ticket sellers soliciting customers in some areas is also complicated, especially at tourist attractions, restaurants and crowded places, affecting urban aesthetics, security and order, and the tourist environment of the province.

In the period 2021-2025, functional forces of the old Binh Dinh and old Gia Lai provinces focused and received 418 cases of wandering, homelessness, begging, including many children, elderly people and mentally ill people. In Binh Dinh alone, there were 20 cases of repeatedly wandering and begging.

Among the 418 cases gathered and received, 236 people were brought back to their families and localities; 44 people were transferred to social protection facilities; 5 people were transferred to the police for investigation. In addition, 1 person escaped from the facility and 3 cases died.

Currently, street vendors and beggars still appear a lot, especially in Quy Nhon urban area, concentrated on roads with crowded restaurants, eateries, intersections, markets, bus stations and train stations. Some cases of both selling lottery tickets and begging, affecting urban order and aesthetics.

Mr. Vu Duc Anh (a tourist from Hai Phong City) shared that he has encountered many times wandering people asking for money at tourist attractions, causing discomfort to tourists.

Localities need to prevent this situation, putting people who are unable to take care of their lives into social assistance centers. Doing so will both maintain the image of tourism and help them have a place to care for and stabilize their lives" - Mr. Duc Anh said.

In Quy Nhon ward, this situation still recurs, mainly people from other provinces coming, especially at times when the locality organizes festivals and tourism events.

Mr. Dinh Anh Tuan - Deputy Head of the Culture and Social Department of Quy Nhon ward - said that through review, the locality has 3 cases of homelessness and hardship who are residents in the area. After being mobilized, these cases no longer wander or beg.

However, some people from Quang Ngai who came to Quy Nhon to beg have been supported and taken to social assistance facilities, but after returning to their families, it continues to recur.

In the coming time, the locality will strengthen operations to handle the situation of street vendors and beggars, especially in tourist areas, maintaining the aesthetics and tourism image of Quy Nhon" - Mr. Tuan said.

In the period 2026-2030, Gia Lai will strengthen the management and assistance of homeless, orphans, and beggars; coordinate to receive, verify, support and bring them to their place of residence or social assistance facilities when needed. The province strives for 100% of cases to be detected, verified, and supported appropriately; reduce an average of 5% of new cases arising each year, by 2030 reducing by at least 25%.
