According to records, on the night of September 29 and early morning of September 30, many localities in Thanh Hoa province experienced severe flooding.


In Nong Cong, Tuong Linh, Cong Chinh communes, floodwaters poured in very quickly, causing many households to be deeply flooded. In the face of the above situation, the authorities and the people had to fight the flood at night.
In addition, many communes in the mountainous areas of Thanh Hoa also experienced localized flooding, especially in localities where the Ma River flowed through.
In Kim Tan commune, the Commune Civil Defense Command issued an urgent telegram on evacuating people and dyke workers, due to the rapid rise of the Buoi River.
At 5:00 a.m. on September 30, the water level of the Buoi River measured at Kim Tan Hydrological Station was 12.13 m (13.3 cm above alert level III). To ensure the safety of people's lives and property, minimizing damage caused by floods, the Civil Defense Command of Kim Tan commune has issued an order to evacuate people and dyke workers along the entire route.
