On December 5, information from the Provincial People's Committee said that the locality had completed the Pre-Feasibility Study Report of the Vinh - Thanh Thuy Expressway Project, in which it proposed to build 9 resettlement areas to arrange for affected households.
The Vinh - Thanh Thuy Expressway Project is about 85km long, starting at Cua Lo, ending at Thanh Thuy Border Gate, under the national road network planning for the period 2021-2030.
This is an important national project, playing a role in connecting with the North - South expressway in the East, expanding development space to the West and shortening travel time between Vietnam and Laos, expected to start investment in 2026.

According to Nghe An People's Committee, phase 1 of the project is proposed to implement a section from Vinh city to Thanh Thuy border gate, about 60km long, passing through 9 communes. The route starts at Hung Tay intersection, with a scale of 4 lanes (B = 22-24.75m), some sections of bridges, tunnels, and deep digging will be arranged with a cross-section according to the plan of 6 lanes to reserve land for expansion. The project is expected to reclaim about 648 hectares of land.
The total preliminary investment of the project is VND 23,950 billion, implemented in the 2025-2030 period, divided into 10 component projects. The implementation plan includes: 2025 investment preparation and site clearance; 2026 construction; 2028 basic completion and 2029 operation.
According to calculations, the project affects about 2,833 households, of which 221 households must be resettled. Nghe An People's Committee proposed to build 9 resettlement areas in Hung Nguyen, Van An, Nam Dan, Xuan Lam, Hoa Quan and Kim Bang localities. Localities have developed plans for land allocation, production land and support plans to stabilize life after relocation.
The Provincial People's Committee also accepted the opinion of the National Assembly working group on continuing to review the route, adding service roads and underpasses to ensure convenient traffic for people when the project comes into operation.
The project dossier will be submitted to the National Assembly Standing Committee for consideration at the 51st Session at the end of this month before being submitted to the 10th Session of the 15th National Assembly.
