On June 12, information from Nghe An Provincial People's Committee said that Vice Chairman of the Provincial People's Committee Hoang Phu Hien has just directed districts and towns to review, dialogue, and fully pay compensation for site clearance on National Highway 1A, to avoid prolongation.
As of May 30, the total approved compensation and site clearance cost for National Highway 1A is VND 661.540 billion, of which VND 634.330 billion has been paid. In 2025, it is expected that an additional VND 579.306 billion will be approved for payment.
Previously, implementing Decision No. 1702/QD-TTg dated December 27, 2023 of Deputy Prime Minister Le Minh Khai on adding VND 1,275 billion from the central budget to Nghe An to pay compensation for site clearance on National Highway 1A, the People's Committee of Nghe An province established a Steering Committee, requesting localities to urgently disburse and limit complaints.

However, according to records in many localities, the process of reviewing and preparing compensation records encountered many difficulties. In Hoang Mai Town - where the National Highway 1A expansion project was implemented from 1995-1996, there are still many petitions that have not been processed.
Notably, in Quynh Xuan ward, among the plots of land with applications, only a few households were allowed to measure the affected area. The remaining part has not been measured, causing difficulties in determining the reclaimed area. Mr. Pham Van Hao - Vice Chairman of Hoang Mai Town People's Committee - said that this is a long-standing problem that if not handled promptly, there will be a potential risk of lawsuits against many people, causing local instability.
In Dien Chau district, hundreds of households using land after 1982 are waiting for compensation with an area of tens of thousands of square meters, the total estimated amount is more than 508 billion VND, half of which is late payment. The district is having difficulty in determining the owner of the land because many plots have been sold by many buyers, and the documents for granting the certificate are inconsistent, causing some households with land in the hallway but not eligible for compensation.
Faced with the above situation, Vice Chairman of Nghe An Provincial People's Committee Hoang Phu Hien requested localities to focus on handling the problems before June 25, 2025.
At the same time, organize a dialogue with the people, identify the correct land user, review all payment records to prepare for handover after arranging district-level administrative units.
Relevant departments and branches are assigned to support the settlement of complaints, develop a plan to handle records and land acquisition fees during the transfer of the government apparatus.
