Proposal to clarify compensation land prices and investment costs in land
Mr. Nguyen Van Trung (born in 2019, residing in Nha Trang City) has more than 14 hectares of salt production land in Ninh Tho commune, Ninh Hoa town, but the state has reclaimed 10 hectares to implement the Doc Da Trang Industrial Park project.
The remaining 4 hectares of land are not compensated but are reclaimed on the grounds that this is land managed by the commune.
Mr. Trung did not agree and filed a complaint, claiming that the 4 hectares of land were bought by him with handwritten documents since 1996. Since then, he has stabilized salt production and aquaculture in this area.
He said that such land recovery is not flexible, not fully considering the origin of the land and the actual use process.
With a closed salt production process and large investment costs, Mr. Trung's family can achieve an output of 5,500 tons per year, with an income of 6-6.5 billion VND.
Meanwhile, the total compensation and support for his family of only over 8 billion VND is low. Finally, he suggested that the locality re-establish a council to count the estimate on compensation; clarify the basis for applying land acquisition fees.
Similarly, Mr. Vo Thuong Man (born in 1972, residing in Nha Trang City) has 11/12 hectares of salt-field land reclaimed (current status of production forest land). For the remaining 1ha, Mr. Vo Thuong Man said it was impossible to continue production because the entire salt production system had been reclaimed.
Ms. Le Thi Thom (born in 1960, whose land was recovered in Ninh Tho commune) on behalf of a number of salt-producing households proposed that the authorities consider and support the cost of renovation, investment in the land, and compensation for the area outside the boundary.
Some legitimate recommendations
At the end of 2024, the People's Committee of Ninh Hoa town approved the compensation and site clearance plan for the Doc Da Trang Industrial Park project for 18 households and organizations, with a total amount of more than 68.3 billion VND (area of 437,832m2).
By January 2025, the branch of Viglacera Yen My Industrial Park Development Joint Stock Company had transferred 63.8 billion VND to the state as advance payment for compensation, support, and resettlement. The case of Mr. Nguyen Van Trung and Vo Thuong Man is one of the remaining 8 households that have not agreed to hand over the land.
Mr. Vo Ngoc Minh - Vice Chairman of Ninh Hoa Town confirmed that he had met, discussed and resolved complaints many times, but the remaining households had not agreed. The town also has a plan to enforce and reclaim land by the end of June 2025.
Regarding the compensation price, the leader of Ninh Hoa town said that the locality applies it according to regulations on the basis of a council to collect information and data on market land prices provided by the tax authority...
Regarding assets on land, Ninh Hoa town has asked for the opinion of Khanh Hoa province before approving the development of a budget to support 70% of the unit price according to the unit price list for building houses, construction fees and architectural objects in the area...
Regarding the content of assets of households formed on land managed by the People's Committee of the commune, Ninh Hoa town admitted that some land plots, including the area of Mr. Nguyen Van Trung and Vo Thuong Man, have been abandoned for a long time but have not yet had criminal records.
To facilitate the implementation of key projects, the locality has proposed that Khanh Hoa province provide an additional 70% support for the above asset.
