On March 16, the Department of Construction of Nghe An province said that it had submitted to the Provincial People's Committee a report deciding on the investment policy of the Provincial Administrative Center project with a total estimated capital of about 4,260 billion VND.
According to the proposal, the administrative center is expected to be located in Vinh Loc ward and Dong Loc commune, with an area of about 45 hectares. The project is planned to serve the centralized work needs of about 2,120 officials, civil servants, and public employees of provincial-level agencies.
The total investment of the project is about 4, 260 billion VND, of which construction costs are about 2, 310 billion VND; equipment is about 960 billion VND; compensation, support for resettlement is about 235 billion VND; project management and consulting costs are about 196 billion VND; contingency is about 556 billion VND.
The compensation and resettlement support fund is expected to be used from the provincial budget. The remaining amount of about 4,025 billion VND is proposed to be implemented in the form of public-private partnership (PPP), build-transfer (BT) contract type, paid by revenue from land use rights and public assets auctions. The project implementation time is expected to be about 4 years.
The administrative center will be the workplace of the Provincial Party Committee, the Vietnam Fatherland Front Committee of the province, the National Assembly Delegation, the People's Council, the Provincial People's Committee and 14 departments, agencies, and branches. The total construction floor area is expected to be nearly 195,000 m2, including working blocks, conference centers, office buildings, guest houses and logistics items.
In which, the working block of the Provincial Party Committee and the Provincial Vietnam Fatherland Front Committee, along with the National Assembly Delegation, People's Council and Provincial People's Committee, is expected to be about 12 stories high. Departments, agencies, and branches are arranged in 6-8 buildings ranging from 4 to 10 stories high.
Currently, the headquarters of the Provincial Party Committee, Provincial People's Committee and many departments and branches of Nghe An are located in central streets such as Truong Thi, Nguyen Thi Minh Khai, Le Hong Phong and Le Nin Avenue. This area often experiences local traffic congestion during peak hours.
According to functional agencies, the construction of a centralized administrative center will help gather provincial-level agencies into a unified working area, contributing to reducing traffic infrastructure pressure in the urban core area, and creating land fund from old headquarters for urban development.
The project is expected to be arranged along Vinh - Cua Lo Avenue, a traffic route connecting the center of Vinh City (old) with Cua Lo coastal city.
