On the afternoon of September 22, in response to the complicated developments of super typhoon Ragasa (typhoon No. 9), the Department of Science and Technology of Nghe An province held a meeting with telecommunications enterprises in the area to develop proactive solutions to respond to natural disasters, ensure smooth communication, protect information technology infrastructure and postal and telecommunications.

According to the plan, the response plan will be implemented in 3 phases. In the face of natural disasters, units focus on monitoring forecasts, inspecting and reinforcing telecommunications infrastructure; stocking equipment, fuel, and human resources; developing coordination plans; organizing drills and notifying duty schedules to competent authorities.
During natural disasters, maintain smooth communication, organize 24/7 on-duty, mobilize timely rescue forces; guide roaming between mobile networks, arrange phone charging points, send storm warning messages, prioritize electricity and fuel for BTS stations; and ensure safety for officers and staff.
After the natural disaster, units urgently restored infrastructure, inspected the entire system, assessed damage, summarized experience and promptly reported to the Provincial Steering Committee for Disaster Prevention and Control.
According to the National Center for Hydro-Meteorological Forecasting, the storm with the international name Ragasa is active in the sea east of Lu Dong Island (Philippines).
Around tonight (September 22, 2025), Typhoon Ragasa will move into the East Sea. After entering the East Sea, the storm moved faster at a speed of about 20 km/h and maintained a maximum intensity of level 16-17, gusting above level 17 during September 22-23 of 2025 in the East Sea (the wind is equivalent to and stronger than the maximum intensity of Typhoon Yagi in 2024), waves over 10m high, rough seas, especially dangerous for ships operating in the northern and central East Sea.
