On May 16, information from the People's Committee of Nghe An province said that Vice Chairman of the Provincial People's Committee Phung Thanh Vinh had just led a working delegation to survey the actual situation of implementation at 4 industrial cluster (CCN) projects, including: Hung Dong CCN (Vinh Hung ward), Hung Yen CCN (Yen Trung commune), Dien Thang CCN (Minh Chau commune) and Lac Son CCN (Thuan Trung commune).
These are all key industrial infrastructure projects, with a total investment of hundreds of billions of VND, but are currently behind schedule.
Real-world records show that the projects all encounter common problems in site clearance and wastewater treatment infrastructure. At Hung Yen IC (Yen Trung commune), the project with a scale of 30ha, total capital of nearly 266 billion VND, has only completed site clearance of about 90%. The locality is still facing 3ha of land from some households that have not agreed to sign compensation dossiers, and also faces difficulties in wastewater discharge points and wastewater receiving sources.
Hung Dong Industrial Cluster Project (Vinh Hung ward) has a scale of 39.51ha, phase 1 is implemented with 27.2ha with a total investment of more than 253 billion VND. Although more than 24.4ha has been compensated, the project has not been able to accelerate because the source of wastewater reception has not been determined, the 35kV power line within the project scope has not been relocated, and some land areas have not been handed over.
Meanwhile, Dien Thang Industrial Cluster (Minh Chau commune) has a scale of 40ha, with a total investment of 321 billion VND. The project has basically completed the internal transportation system, reaching 65% of the ground leveling volume but is still slow compared to the plan to put it into operation from the fourth quarter of 2025. The main reason is that the investor has not fulfilled the deposit obligation to ensure the project.
Regarding the Lac Son CCN expansion project (Thuan Trung commune) invested by Truong Hai Equipment Joint Stock Company, although it was allowed to expand an additional 56.48ha from 2022, raising the total area to 72.9ha, but so far site clearance has not been completed and land has not been allocated. The main reasons are related to rice land targets and handling of public assets on the adjacent road.
Vice Chairman of Nghe An Provincial People's Committee Phung Thanh Vinh requested departments, branches, and localities to clearly define responsibilities and implementation progress for each outstanding content. The guiding conclusions after promulgation must be organized and implemented seriously; in case of slow implementation, they will be considered for criticism, affecting emulation evaluation.
For each specific project, provincial leaders set a clear deadline. Hung Yen IC must complete site clearance of the remaining 3ha before May 30, 2026. Hung Dong IC is required to be completed and put into operation in the second quarter of 2027.
Dien Thang IC is assigned to the Department of Finance to coordinate in reviewing and advising on plans to extend the progress, and at the same time request the investor to deposit immediately this month. For Lac Son IC, relevant units must urgently complete dossiers and soon submit a report to the Provincial People's Council to supplement the land recovery list.
The Vice Chairman of the Provincial People's Committee also assigned the Department of Agriculture and Environment to take the lead in researching and proposing synchronous wastewater treatment plans for ICs, and at the same time requested investors to have written commitments on the progress and quality of project implementation.
