Nghe An continues to implement the provincial administrative center project worth more than 5,600 billion VND

Nghe An - Nghe An Department of Construction proposes that the Provincial People's Committee continue to assign the unit to organize the detailed planning at a scale of 1/500 of the Provincial Administrative Center.

On May 16, information from the Nghe An Department of Construction said that the unit had just issued Document No. 3651/SXD-QHKT to the Nghe An Provincial People's Committee on proposing the policy of developing a 1/500 scale detailed plan for the Nghe An Provincial Administrative Center Area in Vinh Loc ward and Dong Loc commune, Nghe An province.

According to the Nghe An Department of Construction, the planning is carried out based on previous directions of the Provincial People's Committee related to construction planning, architectural design and investment procedures for the Nghe An Provincial Administrative Center project.

Up to now, important procedures have been implemented. The People's Committee of Nghe An province has approved the partial adjustment of the Vinh City General Plan and the adjustment of the Vinh - Cua Lo Avenue sub-area plan and areas on both sides of this road. The People's Council of Nghe An province has also approved the investment policy for the project to build the Provincial Administrative Center in the form of public-private partnership (PPP).

On that basis, the Department of Construction has advised the Provincial People's Committee to direct relevant units to implement investment procedures. In which, Vinh Loc Ward People's Committee and Dong Loc Commune People's Committee are assigned to carry out compensation, support, and resettlement work in their managed area; Nghe An Traffic Works Project Management Board is assigned to organize project implementation.

According to the proposal, the Department of Construction proposed that the Provincial People's Committee continue to assign the unit to develop a 1/500 scale detailed plan for the Nghe An Provincial Administrative Center to create a basis for implementing investment, land and construction preparation steps according to regulations.

Previously, the Executive Committee of the Nghe An Provincial Party Committee had agreed on the investment policy for the Nghe An Provincial Administrative Center project in the form of public-private partnership, build-transfer (BT) contract type.

According to the proposed plan, the project is implemented in Vinh Loc ward and Dong Loc commune with a scale of about 45ha, total estimated investment of about 5,680 billion VND, excluding capital mobilization costs, maintenance and operation after completion.

The project is planned to serve the centralized working needs of the Provincial Party Committee, the Provincial National Assembly Delegation, the Provincial People's Council, the Provincial People's Committee, the Provincial Vietnam Fatherland Front Committee and provincial departments and agencies, meeting the working needs of about 2,127 officials, civil servants, and public employees.

The total construction floor area is about 194,000m2. The project is divided into three component projects. Of which, two compensation, support, and resettlement projects with a total cost of about 235 billion VND are expected to be completed before December 31, 2026. The project to build the Provincial Administrative Center in BT form has a total investment of about 5,445,000 billion VND, expected to be completed before May 31, 2028.
