Accordingly, Vice Chairman of Nghe An Provincial People's Committee Nguyen Van De signed Official Dispatch No. 09/CD-UBND requesting departments, branches and localities to strongly and effectively implement measures to prevent and control diseases in livestock.
The move was made in the context that the locality is recording some African swine fever outbreaks in Que Phong and Con Cuong districts.
The Chairman of the Provincial People's Committee requests the Chairman of the People's Committees of districts, cities, towns and relevant departments and branches to drastically direct, not to arrange the organizational structure affecting the prevention and control of epidemics. The localities are having epidemics urgently mobilize resources to thoroughly handle, avoid spreading and generating new outbreaks. The destruction of infected animals or suspected illnesses must be performed in accordance with the technical process.

The Provincial People's Committee also requested to tighten vaccination for livestock, with the goal of reaching a rate of over 80% of the total herd. Dangerous infectious diseases such as rabies, African swine fever, and avian influenza are of special concern. Localities with low vaccination rates or widespread epidemics will have to review their responsibilities, especially when there are serious consequences such as deaths from un Immunized livestock infections.
In addition, the province also requested to step up propaganda to raise people's awareness of the level of danger and disease prevention measures. Livestock households need to be instructed on applying veterinary hygiene and building disease-free livestock facilities.
The Department of Agriculture and Environment is responsible for directing, supervising and regularly inspecting the epidemic situation in localities; coordinating with the People's Committees of districts to organize additional vaccination, fully preparing vaccines and preventive supplies. The Department's working groups are assigned to continue urging the implementation of disease prevention and control plans approved by the Provincial People's Committee.
The Department of Health is assigned to coordinate the sharing of epidemiological information and disease prevention from animals to humans, especially in areas with outbreaks. The provincial police and the provincial Border Guard strengthen inspection and handling of illegal drug trafficking and animal transportation, especially at border crossings.
The Provincial People's Committee also requested the Department of Finance to promptly advise on funding sources for epidemic prevention and control and support for damage caused by the epidemic; provincial departments and branches should step up propaganda and strengthen market management, promptly detect and handle animal products of unknown origin that violate regulations on quarantine.
The dispatch clearly stated that the Chairman of the District People's Committee must take responsibility if the low vaccination rate or the epidemic broke out widely, causing great damage to livestock farmers.
