"Going to every alley, knocking on every door" helps people understand the law

Propaganda work against IUU violations (illegal, unreported and unmanaged fishing activities) is regularly carried out by Sa Huynh Border Guard Station, with the motto "Answer to the alley, knock to the door". Especially for ship owners who have not returned to their hometowns for many years, the border guards regularly grasp the situation and contact ship owners when they return home for holidays and Tet to promptly propagate and remind them.

Fisherman Vo Quoc Viet - residing in Pho Thanh ward, Duc Pho town, Quang Ngai said: "This year I returned to Sa Huynh to celebrate the traditional New Year, when the border guards came to my house to propagate against illegal fishing. Currently, my fishing boat has been disconnected, so I will try to fix the engine error and go to sea, not to let the problem happen again."

According to Sa Huynh Border Guard Station, the management unit has more than 600 fishing vessels operating in the Northern fishing grounds that have not returned to their localities for many years. Before the Lunar New Year 2025, the unit directed the Control Station to strengthen inspections of these ships when they arrived at Sa Huynh port, assigning officers in charge of the area to coordinate with local authorities to propagate and mobilize.

Speaking to reporters, Major Pham Van Sang - Deputy Head of Sa Huynh Border Guard Station said that when fishing vessels return home for Tet, the border guards will focus on propaganda at the Ward People's Committee and at the unit. In cases where fishing vessels return near Tet, the unit also directs the working group and team to go to alleys, knock on doorts to houses to propagate and distribute leaflets, as well as propagate compliance with legal regulations when operating at sea. At the same time, the ship owner and captain are required to write a commitment not to encroach on foreign waters when fishing.

Increase penalties to deter

Violations of foreign waters for illegal fishing in Quang Ngai have been prevented. However, this is only the initial result. The situation of fishing vessels losing their journey monitoring signals at sea and crossing the permitted boundary still occurs. Therefore, the authorities and authorities of coastal localities of Quang Ngai province always maintain propaganda work combined with investigation, verification, and strict handling of ship owners and fishermen who violate IUU regulations. From 2024 to present, 166 violations have been fined with a total amount of more than 2.9 billion VND.

Quang Ngai provincial leaders also regularly organize meetings to listen to reports. At the same time, direct absolutely not to be negligent or subjective, attach responsibility to heads of Party committees, authorities at all levels and functional forces with the results of implementing the fight against IUU violations; strictly handle organizations and individuals who violate.

Quang Ngai has more than 5,100 fishing vessels, an increase of more than 22% over the same period in 2024 and is fully updated based on the national fisheries database; 99% of fishing vessels with a length of 15m or more have completed the installation of voyage monitoring equipment. Ship that have not installed equipment have been listed for monitoring, management and handling by competent authorities according to regulations.
